Aviation personnel training
The professional training of civil aviation personnel includes initial training, retraining and recurrent training. Initial training and retraining of aviation personnel is carried out in approved training organizations. Recurrent training is maintained in approved training organizations and (or) civil aviation organizations.
The principles, the procedure for implementation, the organization of stages, the minimum amounts of programs and other criteria for the professional training of aviation personnel and heads of civil aviation organizations are established by Standard training programs for aviation personnel involved in ensuring flight safety.

Conditions for the use of foreign approved training organizations for the training of aviation personnel of the Republic of Kazakhstan
Foreign approved training organizations are allowed to initial training, retraining and recurrent training of aviation personnel after their certificates are recognized by the Aviation Administration of Kazakhstan in accordance with the Rules for certification and issuance of the certificate of the aviation training organizations of civil aviation, approved by Order No. 115 of the Acting Minister for Investment and Development of the Republic of Kazakhstan dated February 6, 2015.
The Register of recognized foreign approved training organizations providing professional training for civil aviation personnel of the Republic of Kazakhstan has been published on the website of the Aviation Administration of Kazakhstan.
When choosing a foreign approved training organization for training, make sure that the name and number of the certificate of the foreign approved training organization matches what is indicated in the Register.
In turn, the professional training of aviation personnel is carried out exclusively within the framework of the programs and types of training specified in the Register, according to the scope of the recognized certificate of a foreign approved training organization.
The Licensing Department of the Aviation Administration of Kazakhstan strongly recommends that applicants, before applying for recognition, analyze the professional training program of a foreign approved training organization for compliance with the requirements of regulatory legal acts in the field of civil aviation of the Republic of Kazakhstan.
We kindly inform that the LTAS Ltd. organization, the administrator of the EALTS testing system, has ceased its activities. In this regard, since November 22, 2024, the EALTS testing system is no longer used in the territory of the Republic of Kazakhstan to determine the level of English proficiency used in radiotelephone communication.
