Announcement of a competition for a vacant position

The selection of candidates for vacant positions of Aviation Administration of Kazakhstan JSC is carried out on the basis of open and transparent competitive procedures.


A person who has expressed a desire to participate in the competition submits to the Company on hand (Astana, Mangilik el str., 55/15, block C 2.3.) or by mail to the email address vacancy@caa.gov.kz the following documents:


  1. application for participation in the competition with the list of attached documents;
  2. a completed employment record and a personal sheet (indicating the address of the actual place of residence and contact phone numbers);
  3. a copy of the identity document;
  4. notarized copies of educational documents in accordance with the qualification requirements for the position;
    (Copies of documents on education received by nationals of the Republic of Kazakhstan in foreign educational institutions shall be supplemented by copies of certificates of recognition or nostrification of these education documents issued by the authorized body in education, with the exception of education documents issued by foreign higher educational institutions, scientific centers and laboratories to citizens of the Republic of Kazakhstan - holders of Bolashak international scholarship as well as those falling under the international treaty (agreement) on mutual recognition and equivalence;       Copies of education documents issued to Bolashak international scholarship holders shall be supplemented by a copy of the certificate of completed training under the international scholarship of the President of the Republic of Kazakhstan "Bolashak" issued by the Joint Stock Company "Center for International Programs".       Copies of certificates of recognition of these education documents issued by the authorized body in education shall be attached to the copies of education documents that are subject to an international treaty (agreement) on mutual recognition and equivalence;)
  5. notarized copies of documents confirming employment (for persons with work experience);
  6. notarized copies of documents confirming the availability of special knowledge or professional training in accordance with the requirements;
  7. a certificate of health status in the form approved by the authorized body in the field of healthcare;
  8. a certificate of the presence or absence of information about the commission of a corruption crime.

The participant of the competition, if available, provides additional information concerning his education, work experience, professional level (copies of documents on advanced training, awarding academic degrees and titles, scientific publications, recommendations from the management of the previous place of work).


Based on the results of the evaluation of the participants of the competition for compliance with the qualification requirements, candidates who have passed the initial selection will be notified of the date and time of the interview, which is conducted by the competition commission.


The costs of participation in the competition (travel to the place of the interview and back, rental of residential premises, accommodation, use of communication services of all types) are borne by citizens at their own expense.

Responsibilities:

Forms the Public Procurement Plan and introduces relevant amendments and additions to the Plan on the web portal; participates in the process of approving technical documentation for the procurement of goods, works, and services; conducts procurement on the web portal using competitive methods (open competition, competition with two-stage procedures, competition with prequalification, framework agreement-based competition, and point-rating system competition), request for quotations, and single-source procurement; prepares public procurement contracts on the web portal based on the results of conducted procurement procedures, and organizes their approval and signing; monitors the execution of public procurement contracts within its competence; and oversees the submission of contract performance security.

Requirements:

1. Higher or postgraduate education in the field of Social Sciences, Economics and Business (Economics, Management, Accounting and Auditing, Finance) or Law (Jurisprudence).

2. At least five years of work experience in the relevant field of activity in economics, finance, law, or procurement.

3. Written and spoken proficiency in the state and Russian languages, with English at a basic level.

4. Availability of certificates confirming completion of professional development courses, trainings, and seminars in the relevant field of the position.

5. Knowledge of the Law of the Republic of Kazakhstan “On Public Procurement”, the Rules on Public Procurement of the Republic of Kazakhstan, as well as other regulatory legal acts of the Republic of Kazakhstan related to the procurement of goods, works, and services; methodological and regulatory documents governing the organization of procurement activities within the Company.

6. Possession of the following competencies: stress resilience, initiative, responsibility, integrity, cooperation and teamwork, decision-making skills, and zero tolerance for corruption.
