Announcement of a competition for a vacant position

The selection of candidates for vacant positions of Aviation Administration of Kazakhstan JSC is carried out on the basis of open and transparent competitive procedures.


A person who has expressed a desire to participate in the competition submits to the Company on hand (Astana, Mangilik el str., 55/15, block C 2.3.) or by mail to the email address vacancy@caa.gov.kz the following documents:


  1. application for participation in the competition with the list of attached documents;
  2. a completed employment record and a personal sheet (indicating the address of the actual place of residence and contact phone numbers);
  3. a copy of the identity document;
  4. notarized copies of educational documents in accordance with the qualification requirements for the position;
    (Copies of documents on education received by nationals of the Republic of Kazakhstan in foreign educational institutions shall be supplemented by copies of certificates of recognition or nostrification of these education documents issued by the authorized body in education, with the exception of education documents issued by foreign higher educational institutions, scientific centers and laboratories to citizens of the Republic of Kazakhstan - holders of Bolashak international scholarship as well as those falling under the international treaty (agreement) on mutual recognition and equivalence;       Copies of education documents issued to Bolashak international scholarship holders shall be supplemented by a copy of the certificate of completed training under the international scholarship of the President of the Republic of Kazakhstan "Bolashak" issued by the Joint Stock Company "Center for International Programs".       Copies of certificates of recognition of these education documents issued by the authorized body in education shall be attached to the copies of education documents that are subject to an international treaty (agreement) on mutual recognition and equivalence;)
  5. notarized copies of documents confirming employment (for persons with work experience);
  6. notarized copies of documents confirming the availability of special knowledge or professional training in accordance with the requirements;
  7. a certificate of health status in the form approved by the authorized body in the field of healthcare;
  8. a certificate of the presence or absence of information about the commission of a corruption crime;
  9. at least two recommendations from previous employers.

The participant of the competition, if available, provides additional information concerning his education, work experience, professional level (copies of documents on advanced training, awarding academic degrees and titles, scientific publications, recommendations from the management of the previous place of work).

The costs of participation in the competition (travel to the place of the interview and back, rental of residential premises, accommodation, use of communication services of all types) are borne by citizens at their own expense.


The candidacy of foreign employees is considered within the framework of the current legislation of the Republic of Kazakhstan on attracting foreign labor (foreign candidates at the initial stage of selection can provide an employment record (CV) and a cover letter, and the requested documents, specified in paragraphs 1-9, before concluding an employment contract).

Deputy general director aviation safety chevron
Responsibilities:

1.    Manage and supervise the activities of subordinate structural subdivisions (flight operations, airworthiness, air navigation, personnel licensing, aerodromes and ground operations domains) through the Senior Director Flight Safety and the Senior Director of Aviation Infrastructure, as well as Aviation Medicine and UAS department.

2.    Oversee the Annual Oversight Safety Programme and its effective and efficient implementation.

3.    Control the safety of flights of aircraft in civil and experimental aviation; coordinates issues on operational management in the use of airspace, air navigation.

4.    Control over the issuance of airworthiness certificates, air operator certificates, certification of airports, maintenance technical centers, aviation training organizations, personnel licenses, implementation of infrastructure project. 

5.    Oversee air operators, maintenance technical centers, aviation training organizations, aircraft, aviation medical experts/centers, aerodrome (heliport) operators, the maintenance of aerodrome (heliport) facilities, landing sites and the quality of aerodrome services (works), unmanned aviation systems, within the deadlines established by the oversight program, taking into account the risks to flight safety.

6.    Participate in the development of Strategy, Plans, and Projects of the AAK, to the extent related to the competence of the subordinated structural subdivisions.

7.    Participate in the assessment and analysis of factors and conditions aimed at ensuring the sustainable development of the civil aviation industry of the Republic of Kazakhstan. 

8.    Coordinate the work on the development of regulatory legal acts on issues within the competence of the responsible structural subdivisions to harmonize with ICAO SARPs and best international practice. 

9.    Participation in the preparation of proposals to improve legislation in the field of civil aviation, including considering the standards and recommended practices of the International Civil Aviation Organization (ICAO) and best international practice. 

10.    Representing AAK in the international aviation context.

Requirements:

1.    Higher (Batchelor) or postgraduate (Master's degree) education.

2.    A minimum of fifteen (15) years of experience, of which at least ten (10) years should be in a civil aviation authority, airport, airline, air navigation services or similar aviation-related organization is required, including at least 5 years in a managerial position.

3.    Practical experience in planning and managing civil aviation programs at the senior level of responsibility is required.

4.    Experience at the international level, having dealt with aviation matters crossing national boundaries, including high-level negotiations with government authorities is required.

5.    Proven experience in leading and guiding a multidisciplinary, multinational and multicultural team of aviation experts to achieve organizational goals is required.

6.    Knowledge of regulatory framework governing relations in civil aviation, documents of the International Civil Aviation Organization (ICAO), is required.

7.    Experience in managing aviation safety or air navigation programmes/projects within an international or regional organization, national government, or major service provider (airport, airline or air navigation services provider) is required.

8.    English language advance level is required. Knowledge of another ICAO official language is desirable.

9.    Experience in managing or coordinating technical assistance, capacity development and implementation of activities related to aviation safety, air navigation or aviation security is desirable.

10.    Experience in conducting negotiations at the international level and in organizing and leading international meetings is desirable.

11.    Safety management and other certifications based on ICAO standards and recommended practices (SARPs) are desirable.

Director - Chief Aviation Inspector Flight Operations Department chevron
Responsibilities:

1) Manages and coordinates the activities of the Department, determines the responsibilities and duties of the Department's employees.

2) Participates in the development strategy, plans, projects of AAK within the competence of the Department.

3) Develops proposals on improvement of the legislation of the Republic of Kazakhstan and harmonization of the regulatory legal framework of the Republic of Kazakhstan with the standards and recommended practices of the International Civil Aviation Organisation.

4) Organises the planning, implementation and execution of measures to control and supervise flight safety in the area of aircraft flight operations.

5) Collect and analyze information on the causes and circumstances of aircraft incidents and accidents to identify non-compliance and monitor the implementation of corrective measures by aircraft operators.

6) Supervise and participate in the provision of state services in accordance with and within the established time limits in accordance with the Rules for Certification and Issuance of Civil Aircraft Operator's Certificate, the Rules for Operator's Admission to Aerial Works, and the Rules for General Aviation Operator's Admission to Flight.

Requirements:

1) Higher or postgraduate (master’s degree) education in the specialty: technical sciences and technologies (flight operation of aircraft and engines).

2) At least ten years of work experience in the field of civil aviation, including at least five years in command and flying (managerial) positions or at least five years in the position of aviation inspector of flight operation in aviation authorities.  

3) Current or past ATPL(A), ATPL(H), CPL(A), CPL(H) or other aviation specialist (navigator, flight engineer, flight dispatcher with qualification marks by aircraft type.

4) At least five years of experience in a supervisory position.

5) Experience of at least 10,000 hours as a pilot or other aviation specialist (navigator, flight engineer, flight dispatcher) of a civil or military transport aircraft.

6) Knowledge of the Convention on International Civil Aviation, ICAO standards and technical guidelines, ICAO recommended practices, legislation in the field of civil aviation of the Republic of Kazakhstan.

7) Knowledge of the languages required for conducting office work in the AAK, as well as English ICAO level 4.

8) Availability of the following competences: stress resistance, initiative, responsibility, customer orientation and information, integrity, cooperation and collaboration, activity management, decision-making, leadership, strategic thinking, change management, intolerance to corruption.

Senior aviation inspector of division of general aviation and aerial works of Department of airworthiness chevron
Responsibilities:

1. Provision of state services, provided for by the Policy of the Department, for the certification of civil aircraft, aviation equipment, AMO, the issuance and renewal of relevant certificates (certificates) using the guidance material.

2. Providing advisory and methodological assistance to aviation inspectors, supervising their activities and mentoring.

3. Planning and conducting of inspections and certification of aircraft, organizations for maintenance and repair of aviation equipment.

4. Conducts an analysis of the work performed over the previous month, preparing a report based on it with recommendations and proposals for eliminating identified shortcomings and optimizing work.

5. Conducting, within its competence, inspections of the activities of aircraft operators and other organizations of civil and experimental aviation using the Guidance material.

Requirements:

1. Higher (Bachelor) or postgraduate (Master’s degree) aviation technical education in the field of design, manufacture and maintenance of aircraft or in the specialty of aviation engineering and technology. Aircraft maintenance license (AML with category B1, B2).

2. Availability of a training course certificate for the type of aircraft higher than the level of the General Familiarization Course.

3 At least seven years of overall work experience in aircraft maintenance and/or continuing airworthiness management and aviation authority (airworthiness).

4. Comprehensive knowledge of the requirements of continuing airworthiness management, maintenance standards, operational procedures when affecting the continuing airworthiness management of the aircraft or the maintenance, in the field of safety management system in the area of technical operation of aircraft, quality systems, legislation of the Republic of Kazakhstan in the field of continuing airworthiness management, maintenance, design and production of aircraft.

5. Language skill: English - upper-intermediate, Russian or Kazakh – fluent.  

6. The presence of the following competencies: stress resistance, initiative, responsibility, integrity, cooperation and interaction, decision-making, intolerance to corruption.

Aviation inspector of General aviation and aerial work division of Flight operations department chevron
Responsibilities:

1) Participates in the development of draft regulatory legal acts governing and regulating civil aviation activities as they relate to aircraft flight operations.

2) Develops instructional materials in the field of flight operations in accordance with ICAO standards and recommended practices.

3) Conducts preliminary assessment and makes a decision on the implementation of the certification survey.

4) Reviews, submits for approval flight operations manuals, and monitors operator changes.

5) Receives and processes applications from civil aircraft operators for certificates of the rights to perform aerial works and GAO.

6) Review and process appeals, letters and petitions from civil aviation organisations, government agencies and individuals on issues related to aircraft flight operations.

Requirements:

1) Higher or postgraduate education in the specialty: technical science and technology (flight operation of aircraft and engines or aviation engineering and technology) or higher education and a certificate of professional training in the specialty: «flight operation of aircraft and engines».

2) At least three years of work experience in the field of civil aviation and at least 300 hours of total flying time or at least two years in the position of an aviation inspector in an authorized organization in the field of civil aviation.

3) Possession of a valid or past aviation personnel certificate, with qualification marks by aircraft type.

4) Knowledge of the Convention on International Civil Aviation, ICAO standards and technical manuals, civil aviation legislation of the Republic of Kazakhstan.

5) Knowledge of the languages required for record keeping, as well as English if necessary (professional terminology in the field of activity).

6) Presence of the following competences: stress resistance, initiative, responsibility, integrity, cooperation and collaboration, decision-making, intolerance to corruption.

Aviation inspector of unmanned aviation systems department chevron
Responsibilities:

1. Performs work on the review and analysis of the UAS operator’s Continuous Airworthiness Exposition Manual submitted.

2. Performs work on the review and preparation of documents for the issuance of permits for flights over densely populated areas of cities or towns.

3. Performs work on the review and preparation of documents for issuance to UAS operators for performing aerial work with the use of UAS.

4. Participates in the development of regulatory legal acts on unmanned aviation in terms of the airworthiness of unmanned aircraft systems.

Requirements:

1. The higher education in the field of aviation engineering and technology or design and testing of aircraft.

2. Five years of proven experience in aircraft airworthiness.

3. Knowledge of ICAO standards, recommended practices and procedures, as well as other international documents in the field of aircraft maintenance activities.

4. Knowledge of languages which are required for office management in the organization, as well as English at a level not lower than upper-intermediate.
