Announcement of a competition for a vacant position

The selection of candidates for vacant positions of Aviation Administration of Kazakhstan JSC is carried out on the basis of open and transparent competitive procedures.


A person who has expressed a desire to participate in the competition submits to the Company on hand (Astana, Mangilik el str., 55/15, block C 2.3.) or by mail to the email address vacancy@caa.gov.kz the following documents:


  1. application for participation in the competition with the list of attached documents;
  2. a completed employment record and a personal sheet (indicating the address of the actual place of residence and contact phone numbers);
  3. a copy of the identity document;
  4. notarized copies of educational documents in accordance with the qualification requirements for the position;
    (Copies of documents on education received by nationals of the Republic of Kazakhstan in foreign educational institutions shall be supplemented by copies of certificates of recognition or nostrification of these education documents issued by the authorized body in education, with the exception of education documents issued by foreign higher educational institutions, scientific centers and laboratories to citizens of the Republic of Kazakhstan - holders of Bolashak international scholarship as well as those falling under the international treaty (agreement) on mutual recognition and equivalence;       Copies of education documents issued to Bolashak international scholarship holders shall be supplemented by a copy of the certificate of completed training under the international scholarship of the President of the Republic of Kazakhstan "Bolashak" issued by the Joint Stock Company "Center for International Programs".       Copies of certificates of recognition of these education documents issued by the authorized body in education shall be attached to the copies of education documents that are subject to an international treaty (agreement) on mutual recognition and equivalence;)
  5. notarized copies of documents confirming employment (for persons with work experience);
  6. notarized copies of documents confirming the availability of special knowledge or professional training in accordance with the requirements;
  7. a certificate of health status in the form approved by the authorized body in the field of healthcare;
  8. a certificate of the presence or absence of information about the commission of a corruption crime;
  9. at least two recommendations from previous employers.

The participant of the competition, if available, provides additional information concerning his education, work experience, professional level (copies of documents on advanced training, awarding academic degrees and titles, scientific publications, recommendations from the management of the previous place of work).


ased on the results of the evaluation of the participants of the competition for compliance with the qualification requirements, candidates who have passed the initial selection will be notified of the date and time of the interview, which is conducted by the competition commission.


The costs of participation in the competition (travel to the place of the interview and back, rental of residential premises, accommodation, use of communication services of all types) are borne by citizens at their own expense.


The candidacy of foreign employees is considered within the framework of the current legislation of the Republic of Kazakhstan on attracting foreign labor (foreign candidates at the initial stage of selection can provide an employment record (CV) and a cover letter, and the requested documents, specified in paragraphs 1-9, before concluding an employment contract).

Senior standardization officer of Management Systems and Rulemaking Department chevron
Responsibilities:

1) Monitors compliance with the standards and recommended practices of the International Civil Aviation Organization (ICAO) legislation of the Republic of Kazakhstan; 

2) Participates in the development of proposals to improve the legislation of the Republic of Kazakhstan on regulation and coordination of activities and harmonization of the regulatory legal framework of the Republic of Kazakhstan in the field of civil aviation in accordance with the standards and recommended practices of the International Civil Aviation Organization; 

3) Participates in the development of draft regulatory legal acts regulating and regulating the activities of civil aviation of the Republic of Kazakhstan;

 4) Develops instructional materials in the field of civil aviation, in accordance with ICAO standards and recommended practices;

 5) Maintains a database on the electronic registration system of differences in the legislation of the Republic of Kazakhstan (Electronic Filing of Differences "EFOD");

6) Maintains a database on the conducted Universal Safety Oversight Audit Program of the Republic of Kazakhstan (USOAP).

Requirements:

1. High or postgraduate education in technical sciences and technologies (flight operation of aircraft and engines; automation and control; transport, transport equipment and technologies, aviation equipment and technologies) or services (organization of transportation, movement and operation of transport, logistics (by industry)), law or social sciences, economics and business (management); 

2. At least three years of work experience in an authorized body in the field of civil aviation (authorized organization) or at least five years in a civil aviation organization in the positions of a quality specialist, flight safety specialist or in the industrial field related to flight safety; 

3. Knowledge of languages necessary for conducting office work in the organization, as well as advanced English (professional terminology in the field of activity); 

4. Knowledge of the legislation of the Republic of Kazakhstan in the field of the use of the airspace of the Republic of Kazakhstan and aviation activities; Knowledge of ICAO standards and recommended practices, as well as other international documents in the field of flight safety; 

5. The ability to maintain good relationships, innovation, result orientation, high dedication and critical thinking, time management, stress tolerance, integrity, intolerance to corruption.

Standardization officer of Flight Operations Department chevron
Responsibilities:

1. Proper work activities in accordance with approved AAK procedures.

2. Observe performance and labor discipline.

3. Monitor compliance with the standards and recommended practices of the International Civil Aviation Organization (ICAO) and the legislation of the Republic of Kazakhstan.

 4. To develop proposals for improving the legislation of the Republic of Kazakhstan on regulating and coordinating the activities of civil aircraft operators and harmonizing the regulatory framework of the Republic of Kazakhstan in the field of flight operations in accordance with the standards and recommended practices of the International Civil Aviation Organization (hereinafter - ICAO).

5. To participate in the development of draft regulatory legal acts regulating and regulating the activities of civil aviation of the Republic of Kazakhstan in relation to the flight operation of aircraft.

 6. To review and approve standard samples of civil aviation operators' certificates and supplements to the operational specifications of the aircraft operator's certificate, the aviation employee's certificate and supplements to the operational specifications to the aircraft operator's certificate, the aviation employee's certificate, the general aviation operator's certificate and supplements to the operational specifications to the certificate.

 7. Development of safety guidance materials in accordance with ICAO standards and recommended practices.

8. To participate in the interaction of the Aviation Administration with the Civil Aviation Committee of the Republic of Kazakhstan in the implementation of regulatory legal acts in the field of civil aviation of the Republic of Kazakhstan on flight safety issues.

9. Maintain a database on the electronic registration system of disagreements in the legislation of the Republic of Kazakhstan (Electronic Filing of Differences "EFOD") in terms of flight safety.

10. Maintaining a database on the conducted Program of the universal supervisory audit of flight safety of the Republic of Kazakhstan (the Program of the universal supervisory audit of flight safety "USOAP") in terms of flight safety. 11. Comply with the AAK regulations and the rules of documentation and document management in the AAK.

12. Improve professional training and maintain qualifications.

13. Perform other duties within the competence of the aviation standards specialist, as well as according to the written instructions of the management.

Requirements:

1) high or postgraduate education: law (jurisprudence, international law) or higher education in the specialty: technical sciences and technologies (Aviation engineering and technology, flight operation of aircraft and engines, automation and control).

 2) At least five years of work experience in the field of civil aviation.

3) Knowledge of the Convention on International Civil Aviation, standards and technical guidelines and recommended practices of ICAO, legislation in the field of civil aviation of the Republic of Kazakhstan.

 4) Knowledge of the languages required for office work, as well as English (terminology in the field of activity).

 5) The presence of the following competencies: stress tolerance, initiative, responsibility, integrity, cooperation and interaction, decision-making, intolerance to corruption.

Aviation inspector of general aviation and aerial work division of Flight operation department chevron
Responsibilities:

1) Participates in the development of draft regulatory legal acts governing and regulating civil aviation activities in matters related to flight operations of aircraft.

2) Develops instructional materials in the field of flight operations in accordance with ICAO standards and recommended practices.

3) Conducts preliminary assessments and makes decisions on carrying out certification inspections.

4) Reviews and submits Operations Manuals for approval, and monitors amendments introduced by operators.

5) Receives and processes applications from civil aircraft operators for obtaining certificates for aviation and General Aviation (GA).

6) Reviews and processes requests, letters, and petitions from civil aviation organizations, government bodies, and individuals on matters related to aircraft flight operations.

Requirements:

1) Higher or postgraduate education in the specialty of technical sciences and technologies (flight operations of aircraft and engines, or aviation equipment and technologies), or higher education and a certificate of professional training in the specialty “Flight Operations of Aircraft and Engines.”

2) At least three years of work experience in the field of civil aviation and at least 300 total flight hours, or at least two years of experience in the position of aviation inspector in an authorized organization in the field of civil aviation.

3) Possession of a valid aviation personnel license, or previously held aviation personnel license, with type ratings for aircraft types.

4) Knowledge of the Convention on International Civil Aviation, ICAO standards and technical guidance materials, and the legislation of the Republic of Kazakhstan in the field of civil aviation.

5) Knowledge of the languages required for record management, as well as English when necessary (professional terminology relevant to the area of activity).

6) Possession of the following competencies: stress tolerance, initiative, responsibility, integrity, cooperation and interaction, decision-making, zero tolerance for corruption.
