Standardization and ICAO SARPs Implementation Division of Management Systems and Rulemaking Department monitors the compliance of national legislation with ICAO Standards and Recommended Practices within JSC ‘Aviation Administration of Kazakhstan’ as part of the functions stipulated in subparagraph 24) and 30-6) of paragraph 2 of Article 16-9 of the Law of the Republic of Kazakhstan ‘On the Use of the Airspace of the Republic of Kazakhstan and Aviation Activities’, for the purpose of ensuring the implementation by the Republic of Kazakhstan of the provisions of Article 38 of the Convention on International Civil Aviation (Chicago, 1944).
SARPs - Standards and Recommended Practices Universal Safety Oversight Audit Programme (USOAP)Management systems and rulemaking department -In its activities, it is guided by the Constitution of the Republic of Kazakhstan, the legislation of the Republic of Kazakhstan on the use of the airspace of the Republic of Kazakhstan and aviation activities, the labor legislation of the Republic of Kazakhstan, the Convention on International Civil Aviation (Chicago, 1944), the Standards and Recommended Practices of the International Civil Aviation Organization (ICAO), the Administrative Procedural and Process-Related Code of the Republic of Kazakhstan, as well as other regulatory legal acts and international agreements affecting the activities of the Company.
The Department consists of the following divisions:
- Safety intelligence division;
- ICAO SARPs harmonization division;
- Standardization and ICAO SARPs implementation division.
Tasks:
To ensure a high level of compliance of the legislation of the Republic of Kazakhstan and the Company’s activities with the Standards and Recommended Practices of the International Civil Aviation Organization (ICAO);
- To assist in the implementation of Safety Management Systems (SMS) by air operators and civil aviation organizations of the Republic of Kazakhstan.
