The Department is guided in its activities by the Constitution of the Republic of Kazakhstan, laws, acts of the President and Government of the Republic of Kazakhstan, and other regulatory legal acts.
The Department of Aviation Medicine conducts certification and issues certificates to Aviation Medical Centers (AMCs) for performing medical examinations of Class I, II, III and Light Sport Aircraft (LSA) personnel, as well as certificates to Aviation Medical Examiners (AMEs) authorizing them to conduct medical examinations and issue medical certificates to aviation personnel.
The Department of Aviation Medicine implements continuous oversight and control to ensure civil aviation organizations comply with regulatory requirements for medical examinations, health checks, and medical assistance provided at medical facilities within airport premises and on aircraft, while adhering to all sanitary standards.

Medical certification is conducted by Aviation Medical Examiners (AMEs) certified by the authorized organization for individuals applying for or studying to become pilots, professional flight crews, private pilots, air traffic controllers, and flight attendants in accordance with regulatory legal acts.
For medical certification, applicants must visit a certified Aviation Medical Center (AMC):
1. AMC RSE "Kazaeronavigation" in Almaty
2. AMC LLP "Aero Park" in Astana
The applicant fills out an Application for obtaining and/or renewing a medical certificate. If false information is detected in the signed Application, indicating concealment of diseases known to the applicant that pose a danger to flight operations, the AME sends the original application with a cover letter to the authorized organization for transfer to the authorized body for administrative measures.
Upon completion of the medical examination, a medical certificate is issued, confirming the applicant's compliance with health fitness requirements and authorizing professional activities:
1. "Medical Certificate Class 1" is issued to individuals applying for or studying to become pilots, and to pilots.
2. "Medical Certificate Class 2" is issued to flight engineers, flight mechanics, navigators, private pilots, flight radio operators, flight operators, and flight attendants.
3. "Medical Certificate Class 3" is issued to air traffic controllers and individuals applying for or studying to become air traffic controllers.
4. "Medical Certificate for Light Sport Aircraft (LSA)" is issued to LSA pilots.
The medical certificate is issued to the applicant on the day of the medical conclusion, and an electronic copy of the report is provided to the authorized organization for assessment.
Medical certificate holders must immediately notify the AME of any factors reducing their health fitness, such as:
1. Surgical operation or invasive procedure
2. Regular prescription of any medication
3. Significant injury affecting the ability to perform professional duties
4. Illness affecting the ability to perform professional duties
5. Pregnancy and childbirth
6. Hospitalization
7. First-time prescription of corrective lenses
AMCs conduct medical examinations in civil aviation after passing a certification inspection by a commission that includes employees of the authorized organization, as well as specialists, consultants, and/or independent experts.
If the applicant meets the certification requirements of regulatory legal acts and eliminates any non-conformities identified during the certification inspection, the authorized organization issues a certificate in the approved form within three working days.
The certificate is issued to AMCs located in the Republic of Kazakhstan for three years and is non-transferable.
The condition for extending the certificate is conducting at least 200 (two hundred) Class 1 medical examinations per year. For AMCs where the number of Class 1 medical examinations is less than 200 (two hundred), the number of Class 3 medical examinations is taken into account.
The procedure for providing medical assistance to passengers while on board aircraft and on airport premises is determined by the regulated normative legal act - Rules for providing medical assistance to passengers in civil aviation.
First aid is provided on board aircraft, as well as qualified medical assistance if there is a medical professional among the passengers. When providing medical assistance, including to foreign air passengers, it is not allowed to use expired medications and medical devices, medical measuring devices that have not passed verification and registration in accordance with the legislation of the Republic of Kazakhstan, or medical means and devices available to the patient, except in cases where they are prescribed by a medical professional.
First aid using medications available on board is provided by cabin crew members or flight crew members on aircraft where cabin crew is not provided, who have undergone appropriate training. A first aid kit marked with a green "+" sign is used for first aid, and if necessary, a medical kit marked with a red "+" sign.
The aircraft commander makes an emergency landing when he considers that continuing the flight is unsafe for the passenger's health condition.
The medical kit is used by a passenger with medical education (paramedic or higher medical education) on board the aircraft, or by the senior flight attendant after receiving a recommendation/consultation (verbal, written, or remote) from a medical professional.
If crew members or passengers have symptoms of infectious and parasitic diseases before the flight, they are not allowed on board the aircraft by the medical professional at the medical point.
Aircraft performing international flights to countries with infected areas are equipped with protective clothing, necessary medical equipment, medicines and preventive drugs, disinfectants, insecticides, and rodenticides.
Primary anti-epidemic measures are carried out on board aircraft using a universal kit marked with a biohazard sign in cases of detecting a sick person, death of a passenger/crew member suspected of infectious diseases, quarantine infections, contagious viral hemorrhagic fevers, malaria, and infectious diseases of unclear etiology that have important international significance.
When a passenger seeks medical assistance at the medical point:
1) A medical examination is conducted, a preliminary diagnosis is made, and medical assistance is provided if necessary;
2) Short-term observation of the passenger is provided if necessary;
3) If there are medical indications, an ambulance is called and/or the passenger is referred for hospitalization;
4) If there are contraindications for using the aircraft, the passenger is removed from the flight and issued a certificate of removal from the flight, which serves as the basis for returning the airline ticket;
5) The transportation service dispatcher is informed about the passenger removed from the flight, and a corresponding entry is made in the passenger medical assistance log, noting where the passenger was sent.
In the event of an aviation accident on airport premises, medical workers from the medical point participate in rescue operations as part of rescue teams, guided by the Medical Evacuation Plan, which is an integral part of the Emergency Plan for organizing and conducting rescue operations on airport (airfield) premises and adjacent areas.
