Issuance of Airworthiness Certificates
In accordance with paragraph 7 of the Rules for Certification and Issuance of Airworthiness Certificates for Civil Aircraft, approved by Order No. 198 of the Acting Minister of Investment and Development of the Republic of Kazakhstan dated 24 February 2015. Registered with the Ministry of Justice of the Republic of Kazakhstan on 17 September 2015 No. 12073, in order to obtain a certificate of airworthiness for a civil aircraft, the applicant shall submit an official application through the e-government web portal.
In accordance with paragraph 6 of the Rules for the certification and issuance of airworthiness certificates for civil aircraft in the Republic of Kazakhstan, fees shall be charged in accordance with the procedure established by Order No. 177 of the Acting Minister of Industry and Infrastructure Development of the Republic of Kazakhstan dated 24 March 2023 ‘On Approval of the Rules for the Collection of Fees in the Field of Civil Aviation of the Republic of Kazakhstan’.
The fee amount is determined by Order No. 167 of the Minister of Industry and Infrastructure Development of the Republic of Kazakhstan dated 17 March 2023 ‘On Approval of the List of Paid Services of the Authorised Organisation in the Field of Civil Aviation and Payment Rates in the Field of Civil Aviation’.
The payment procedure can be found on the official website of the AAK.
In accordance with paragraph 7 of the Rules for Certification and Issuance of Airworthiness Certificates for Civil Aircraft, approved by Order No. 198 of the Acting Minister of Investment and Development of the Republic of Kazakhstan dated 24 February 2015, the applicant shall submit a package of documents specified in the List of Basic Requirements for the Provision of Public Services ‘Issuance of Airworthiness Certificates’ in accordance with Appendix 1-1 to the Rules.
1) To obtain an initial certificate of airworthiness for a civil aircraft, an application shall be submitted in accordance with the form set out in Appendix 1 to the Rules, signed with an electronic digital signature and accompanied by the following documents:
an electronic copy of the aircraft technical condition inspection report and airworthiness certificate, dated no more than 22 working days prior to the date of registration of the application with the service provider.
an electronic copy of the lease agreement and acceptance certificate, if the aircraft is leased.
an electronic copy of the type certificate or equivalent document certifying its compliance with airworthiness standards, issued by a foreign state or international civil aviation organisation that certifies aircraft and recognised by the service provider.
an electronic copy of the approved maintenance programme;
an electronic copy of the aircraft conversion document (in case of conversion);
an electronic copy of the manufacturer's certificate confirming that the new aircraft complies with the type certificate.
an electronic copy of the document confirming that maintenance has been carried out in accordance with the transition from the previous operator's maintenance programme to the new maintenance programme approved by the authorised organisation;
an electronic copy of the aircraft weighing data in the existing configuration, indicating the centering and loading data.
an electronic copy of the approved minimum equipment list compiled by the operator, if the basic minimum equipment list compiled by the type certificate holder is available.
an electronic copy of the flight operation manual.
an electronic copy of the document confirming payment for the services of the authorised organization;
electronic copies of airworthiness directive statuses, developer organisation bulletins, units with limited resources, modifications and repairs performed no more than 22 working days prior to the date of registration of the application with the service provider.
an electronic copy of the flight test results report.
electronic copies of the power system load analysis materials, considering all onboard consumers. electronic copies of documents confirming the aircraft's approval for Area Navigation (RNAV), Minimum Navigation Performance Specifications (MNPS) and Category III.
an electronic copy of the document confirming payment for the service of the authorised organisation;
2) to obtain a certificate of airworthiness for a civil aircraft that previously had a certificate of airworthiness, an application shall be submitted in accordance with the form in Appendix 1 to the Rules, signed with an electronic digital signature and accompanied by the following documents:
an electronic copy of the aircraft technical condition inspection report and airworthiness determination report.
a copy of the lease agreement and acceptance report, if the aircraft is leased.
an electronic copy of the airworthiness directive statuses, developer organisation bulletins, limited resource units, modifications and repairs performed.
3) To renew the airworthiness certificate of a civil aircraft, an application shall be submitted in accordance with the form in Appendix 1 to the Rules, signed with an electronic digital signature and accompanied by the following documents:
an electronic copy of the aircraft technical condition inspection report and airworthiness determination report.
an electronic copy of the lease agreement and acceptance report, if the aircraft is leased.
an electronic copy of the airworthiness directive statuses, developer organisation bulletins, limited resource units, modifications and repairs performed.
an electronic copy of the document confirming payment for the services of the authorised organisation.
In accordance with clause 8-1 of the Rules, the total certification period shall not exceed 20 (twenty) working days from the date of receipt of the application by the authorised organisation.
If additional study or verification is necessary, or if the service recipient does not meet the certification requirements but this does not prevent the performance of activities provided that it is remedied, the review period shall be extended to 20 (twenty) working days.
In accordance with paragraph 3 of the Rules, a civil aircraft airworthiness certificate is issued for one year.
Upon expiry, the certificate shall be deemed invalid.
Before submitting an official application for a civil aircraft airworthiness certificate, the applicant must familiarise themselves with the following regulatory acts governing civil aviation:

The procedure for applying and issuing a certificate of airworthiness for a civil aircraft is carried out in the following sequence:
1) Submission of an official application by the applicant
An official application for the issuance of a civil aircraft airworthiness certificate, together with the required documentation, shall be submitted in the form prescribed by the Rules for the Certification and Issuance of Civil Aircraft Airworthiness Certificates of the Republic of Kazakhstan, approved by Order of the Acting Minister for Investment and Development of the Republic of Kazakhstan dated 24 February 2015 No. 198.
After receiving the application, the authorised organisation appoints an aviation inspector responsible for processing the application.
2) Assessment of documentation and decision-making.
The assessment of documents involves a comprehensive review of all documentation submitted by the applicant to ensure that all necessary requirements in accordance with established rules have been taken into account and properly formalised.
3) Conducting a certification survey;
The certification survey is carried out by an authorised organisation in the field of civil aviation using instructional material for aviation inspectors.
During the certification survey, procedures for checking operational documentation and inspecting the aircraft are carried out.
During the certification survey of the airworthiness of new, previously unused civil aircraft (upon acceptance from the manufacturer), the aircraft is not inspected if there is a positive assessment report drawn up during state registration confirming the aircraft's compliance with airworthiness standards and valid at the time of application for a civil aircraft airworthiness certificate.
A positive assessment report drawn up during state registration of new, previously unused civil aircraft (upon acceptance from the manufacturer) is valid for 30 (thirty) calendar days.
4) Decision-making and issuance (refusal to issue) of the certificate.
Based on the results of the certification survey, aviation inspectors draw up a certification survey report indicating the actual condition of the operational documentation and the aircraft, conclusions, recommendations and conclusions on the possibility (impossibility) of issuing an airworthiness certificate, which is signed by aviation inspectors upon completion and submitted to the applicant for review.
If a Level 1 non-conformity is identified during the certification assessment, the authorized organization shall deny the issuance of the certificate or restrict the validity of the certificate, in the cases and manner prescribed by the legislation of the Republic of Kazakhstan on the use of the airspace of the Republic of Kazakhstan and aviation activities, until the applicant rectifies the identified non-conformities.
In the event of a Level 2 non-conformity identified during the certification assessment, the authorized organization shall:
Approve a timeframe for the rectification of the identified non-conformity, which shall not 1) exceed three months from the date of its identification. The applicant must develop a corrective action plan, using the form specified in Appendix 3-4, to address the identified non-conformity and submit it to the authorized organization for approval within 10 (ten) working days of being notified of the certification assessment results. 2)Based on an assessment of the measures proposed by the applicant to rectify the identified non-conformity, within 2 (two) working days, shall either approve the corrective action plan or return it for revision with a justification.
The deadline specified in the corrective action plan may be extended by the authorized organization, provided that the applicant submits a justification for the need to change it. If the applicant fails to submit an acceptable corrective action plan within the deadline specified in subparagraph 1) of this paragraph, the authorized organization shall refuse to issue the certificate. An acceptable corrective action plan includes actions to eliminate the root causes and prevent the recurrence of non-conformities.
Decision-making and issuance (or denial) of the certificate begins after the aviation inspector of the authorized organization determines that all assessment processes have been completed satisfactorily and that the applicant has demonstrated compliance with applicable requirements and the ability to perform his duties in a safe manner.
The aviation inspector of the authorized organization must prepare and retain the certificate of the certification survey with a recommendation for the issuance of the airworthiness certificate.
After the airworthiness certificate is issued, the authorized organization will be responsible for exercising oversight to ensure that the applicant continues to comply with the requirements of the Law, the permit, and the airworthiness certificate's limitations.
Issuance of an Airworthiness Certificate for Light and Ultra-Light Aircraft
In accordance with paragraph 7 of the Certification Rules in the Field of Light and Ultra-Light Aviation, approved by Order No. 483 of the Minister for Investments and Development of the Republic of Kazakhstan dated July 19, 2017 (hereinafter referred to as the Rules), to obtain a certificate in the field of light and ultra-light aviation, the applicant must submit an official application through the "e-government" web portal.
The state service is provided free of charge.
In accordance with paragraph 7 of the Certification Rules in the Field of Light and Ultra-Light Aviation, approved by Order No. 483 of the Minister for Investments and Development of the Republic of Kazakhstan dated July 19, 2017, the applicant shall submit a package of documents as stipulated in the List of Core Requirements for the Provision of the State Service "Issuance of an Airworthiness Certificate for Light and Ultra-Light Aircraft" according to Appendix 2 to the Rules.
To obtain an airworthiness certificate for a light or ultra-light aircraft, an application must be submitted according to Appendix 1 of the Rules, signed with an electronic digital signature (EDS), accompanied by the following documents:
An electronic copy of the Act of Inspection of Technical Condition and Determination of Aircraft Airworthiness, in the form specified in Appendix 3 to these Rules, issued no more than 22 working days prior to the date of the application's registration with the authorized organization.
Electronic copies of the lease agreement and handover certificate, if the aircraft is leased.
An electronic copy of the type certificate or an equivalent document, issued by a foreign state or an international civil aviation organization responsible for aircraft certification, certifying its compliance with airworthiness standards; or a certificate of conformity of the design, characteristics, and operational/technical documentation to airworthiness standards, issued or recognized by the authorized organization.
An electronic copy of the approved maintenance program.
An electronic copy of the approved Minimum Equipment List (MEL), prepared by the operator (if a master MEL exists, prepared by the organization responsible for the type design).
An electronic copy of the status of life-limited parts, issued no more than 22 working days prior to the date of the application's registration.
An electronic copy of the status of Airworthiness Directives (ADs), issued no more than 22 working days prior to the date of the application's registration.
An electronic copy of the status of manufacturer's service bulletins and performed modifications, issued no more than 22 working days prior to the date of the application's registration.
An electronic copy of the aircraft modification documentation (if modifications have been made).
An electronic copy of the manufacturer's certificate or an equivalent document, confirming that a new aircraft conforms to its type certificate.
An electronic copy of the Flight Manual.
A copy of the maintenance status report, detailing work completed as per the maintenance program, issued no more than 22 working days prior to the application's registration.
A copy of the flight test results report.
In accordance with paragraph 8 of the Rules, the total certification period shall not exceed 22 (twenty-two) working days from the date the application is received by the authorized organization.
If additional review or verification of the submitted documents is necessary, the review period is extended by 22 (twenty-two) working days. Notification of this extension is sent to the applicant's "personal account" on the portal within 3 (three) working days*from the moment the review period is extended.
In accordance with paragraph 14 of the Rules, the airworthiness certificate for a light or ultralight aircraft engaged in aerial work and flights for general aviation purposes, issued on a permanent basis, is valid provided there is a current Act of Assessment of Airworthiness for Operation for the light or ultra-light aircraft, issued by a non-profit organization.
Before submitting an official application for an airworthiness certificate for a light or ultralight aircraft, the applicant is required to familiarize themselves with the following regulatory legal acts governing the field of civil aviation:
- The Law on the Use of the Airspace of the Republic of Kazakhstan and Aviation Activities
- Certification Rules in the Field of Light and Ultra-Light Aviation
- Airworthiness Standarts for Civil Aircraft of the Republic of Kazakhstan
The procedure for applying for and issuing an airworthiness certificate for a light or ultra-light aircraft is carried out in stages, generally in the following sequence:
1) Submission of the official application by the applicant;
The official application for the issuance of an airworthiness certificate for a light or ultra-light aircraft, along with the required documentation, must be submitted using the form prescribed by the Certification Rules in the Field of Light and Ultra-Light Aviation, approved by Order No. 483 of the Minister for Investments and Development of the Republic of Kazakhstan dated July 19, 2017.
2) Documentation assessment and decision-making;
Upon the applicant's submission of a complete set of documents in accordance with the list provided for by the Rules, the documents, after being checked for compliance with the requirements of the Law, are forwarded by an aviation inspector to the involved non-profit organizations within five working days.
The document assessment involves a detailed review of all documentation submitted by the applicant to ensure that all aspects required by the rules are included and properly accounted for.
3) Conducting the airworthiness assessment of the light or ultra-light aircraft;
The airworthiness assessment of the light or ultra-light aircraft is conducted by a technical commission using instructional materials (such as the program for the technical survey of the individual civil aircraft, the program for the flight evaluation of the civil aircraft, and the protocol for the flight evaluation of the individual civil aircraft) developed by the authorized organization for aviation inspectors. This is to ensure the uniform application of the legislation of the Republic of Kazakhstan on the use of the airspace of the Republic of Kazakhstan and aviation activities.
4) Decision-making and issuance (or denial) of the certificate.
Based on the results of the airworthiness assessment of the light or ultra-light aircraft, the technical commission prepares an Act of Assessment of Airworthiness for Operation for the light or ultra-light aircraft. This document specifies the actual condition of the aircraft, findings, recommendations, and a conclusion on the possibility (or impossibility) of issuing the airworthiness certificate. Upon completion, this Act is signed by the non-profit organization and presented to the applicant for review.
Within 5 (five) working days of receiving a positive conclusion in the Assessment Act from the technical commission and verifying the submitted airworthiness evaluation documents (including instructional materials like the airworthiness evaluation program, any identified non-conformities, and their rectification with supporting documentation), the authorized organization issues the applicant a permanent airworthiness certificate for the light or ultra-light aircraft.
The airworthiness certificate for a light or ultra-light aircraft engaged in aerial work and flights for general aviation purposes, issued on a permanent basis, remains valid only if accompanied by the current Act of Assessment of Airworthiness for Operation for the aircraft, issued by a non-profit organization.
