Issuance of a Noise Certificate
In accordance with paragraph 21-1 of the Rules for the Certification and Issuance of Airworthiness Certificates for Civil Aircraft of the Republic of Kazakhstan, approved by Order No. 198 of the Acting Minister of Investment and Development of the Republic of Kazakhstan dated February 24, 2015 (hereinafter referred to as the Rules), in order to obtain a noise certificate, the applicant shall submit an official application through the e-government web portal.
The government service is provided free of charge.
To obtain an aircraft noise certificate, an application shall be submitted in accordance with the form in Appendix 3-1to the Rules, signed with an electronic digital signature.
In accordance with paragraph 21-4 of the Rules for Certification and Issuance of Airworthiness Certificates for Civil Aircraft of the Republic of Kazakhstan, the term for rendering public services is 5 (five) working days.
In accordance with paragraph 3 of the Rules for Certification and Issuance of Airworthiness Certificates for Civil Aircraft of the Republic of Kazakhstan, the noise certificate is valid indefinitely.
Before submitting an official application for an aircraft noise certificate, the applicant must familiarize themselves with the following regulatory acts governing civil aviation:
Law on the Use of Airspace of the Republic of Kazakhstan and Aviation Activities
Rules for certification and issuance of airworthiness certificates for civil aircraft of the Republic of Kazakhstan
Rules for state registration of civil aircraft of the Republic of Kazakhstan and rights thereto
The procedure for applying and issuing an aircraft noise certificate is generally carried out in the following sequence:
1) Application assessment and decision-making.
The application assessment involves a comprehensive review of the information submitted by the applicant to ensure that all aspects required by the regulations are included and properly taken into account.
2) Decision-making and issuance (refusal to issue) of a certificate.
Based on the results of reviewing the application for compliance with the Law, the aviation inspector of the authorised organisation makes a decision to issue or refuse to issue an aircraft noise certificate.
