Issue of a prototype non-type certificate for light and ultra light
In accordance with paragraph 8 of the Rules for Certification in the Field of Light and Ultralight Aviation, approved by the Minister of Investment and Development of the Republic of Kazakhstan on 19 July 2017 No. 483, in order to obtain a certificate of conformity of a civil aircraft with airworthiness standards, the applicant shall submit an official application via the e-government web portal.
In accordance with paragraph 42 of the Rules, a fee shall be charged for issuing a certificate of conformity of a civil aircraft with civil aviation airworthiness standards in the manner specified by Order No. 177 of the Acting Minister of Industry and Infrastructure Development of the Republic of Kazakhstan dated 24 March 2023 ‘On the Approval of the Rules for the Collection of Fees in the Field of Civil Aviation of the Republic of Kazakhstan’.
The fee amount is determined by Order No. 167 of the Minister of Industry and Infrastructure Development of the Republic of Kazakhstan dated 17 March 2023 ‘On Approval of the List of Paid Services Provided by Authorised Organisations in the Field of Civil Aviation and Payment Rates in the Field of Civil Aviation’.

In accordance with paragraph 31 of the Rules for Certification in the Field of Light and Ultralight Aviation, approved by Order of the Minister of Investment and Development of the Republic of Kazakhstan No. 483 dated 19 July 2017, the applicant shall submit a package of documents specified in the List of Basic Requirements for the Provision of Public Services ‘Issuance of a certificate of conformity of a civil aircraft with airworthiness standards’ in accordance with Appendix 10to the Rules.
Information about identity documents, state registration (re-registration) of legal entities, state registration as individual entrepreneurs, state registration of civil aircraft, certificates for the right to perform aviation work is obtained by the authorised organisation from the relevant state information systems through the e-government gateway.
To obtain a certificate of conformity of a civil aircraft with airworthiness standards, an application shall be submitted in accordance with the form in Appendix 9 to the rules, signed with an electronic digital signature and accompanied by the following documents:
1) electronic information confirming payment of the fee for issuing a civil aircraft certificate;
2) an electronic copy of the set of operational and technical documentation for the aircraft;
3) an electronic copy of the aircraft type specification, which shall contain a brief technical description, schematic diagrams of systems, main characteristics, as well as the expected operating conditions and limitations within which the aircraft type will be certified;
4) an electronic copy of the aircraft types in three projections or digital photographs from different angles: front, side, rear;
5) electronic copies of primary payment documents confirming the legality of the acquisition of the aircraft or assembly kit, engine, propeller, units and components.
In accordance with paragraph 35 of the Rules, the total period for reviewing an application and issuing a certificate of conformity of a civil aircraft with airworthiness standards is 15 (fifteen) working days from the date of receipt of the application by the authorised organisation.
If additional examination or verification of the submitted documents is necessary, the review period shall be extended to 10 (ten) working days, and a notification shall be sent to the applicant's ‘personal account’ on the portal within 3 (three) working days from the date of extension of the review period.
The certificate of conformity of a civil aircraft with airworthiness standards is issued for an unlimited period.
Before submitting an official application for a certificate of conformity of a civil aircraft with airworthiness standards, the applicant must familiarise themselves with the following regulatory acts governing civil aviation:
- Law on the Use of Airspace of the Republic of Kazakhstan and Aviation Activities
- Certification Rules in the Field of Light and Ultralight Aviation
- Airworthiness Standarts s for Civil Aircraft of the Republic of Kazakhstan
The procedure for submitting an application and issuing a certificate of conformity of a civil aircraft with airworthiness standards is carried out in stages, usually in the sequence specified below:
1) Submission of an official application by the applicant
An official application for the issuance of a certificate of conformity of a civil aircraft with airworthiness standards, accompanied by the required documentation, shall be submitted in the form prescribed by the Rules for Certification in the Field of Light and Ultralight Aviation, approved by Order of the Minister of Investment and Development of the Republic of Kazakhstan dated 19 July 2017 No. 483.
2) Assessment of documentation and decision-making.
When the applicant submits a complete set of documents in accordance with the list provided for in the Rules, the documents, after being checked for compliance with the requirements of the Law, are transferred by the aviation inspector to the non-profit organisations involved within two working days.
The assessment of documents involves a detailed review of all documentation submitted by the applicant to ensure that all aspects required by the rules are included and properly accounted for.
3) Conducting a certification survey;
The certification inspection by the technical commission is carried out using instructional materials (the programme for the technical inspection of a civil aircraft, the programme for the flight examination of a civil aircraft, protocol for flight examination of a civil aircraft), developed by an authorised organisation for aviation inspectors for the purpose of uniform application of the legislation of the Republic of Kazakhstan on the use of the airspace of the Republic of Kazakhstan and aviation activities.
4) Decision-making and issuance (refusal to issue) of a certificate.
Based on the results of the certification survey, the non-profit organisation shall draw up a report assessing the technical condition and determining the airworthiness of the civil aircraft, indicating the actual condition of the applicant's facilities, conclusions, recommendations and a conclusion on the possibility (impossibility) of issuing a certificate of conformity of the civil aircraft with airworthiness standards, which, upon completion, is signed by the non-profit organisation and submitted to the applicant for review.
Based on a positive conclusion of the technical condition assessment and determination of airworthiness of a civil aircraft, the authorised organisation issues a certificate of compliance of the civil aircraft with airworthiness standards.
