Development of an instrument flight plan (PANS-OPS)
In accordance with paragraph 11 of the Rules for providing aeronautical information in civil aviation, approved by Order No. 420 of the Minister for Investment and Development of the Republic of Kazakhstan dated June 30, 2017, development of instrument flight procedures (departure, arrival and approach), as well as the preparation of visual approach charts and aeronautical charts is carried out by the aeronautical information service of the air navigation service provider, which is a state enterprise subordinate to the authorized body in the field of civil aviation.
Since the development of instrument flight procedures is part of aeronautical information provision process, in accordance with Article 10-2 of the Law of the Republic of Kazakhstan dated July 15, 2010 “On the Use of the airspace of the Republic of Kazakhstan and aviation activities”, such activities are subject to control and supervision on safety ensuring of flights and aviation security by an authorized organization in the field of civil aviation.
The Air Navigation Department controls and supervises the process of developing instrument flight procedures, in accordance with the annual plan of inspections (audits) for certified air navigation service providers and internal instructions.
The development of instrument flight procedures in the Republic of Kazakhstan is carried out in accordance with the ICAO document Doc 8168 OPS/611 Volume II “Aircraft operations. Construction of Visual and Instrument Flight Procedures”.
