Issuance of Recognition for a Foreign Maintenance Organization Certificate

Documents to be submitted with the application chevron

To obtain a Decision on Recognition of the Certificate, the applicant shall submit to the authorized organization an application for the issuance/recognition of the certificate of an Aircraft Maintenance and Repair Organization of Civil Aviation, in the form set out in Appendix 2 of “Rules for Certification and Issuance of Certificates to Civil Aviation Maintenance and Repair Organizations”.

The following documents shall be attached to the application for recognition:

  • a copy of the certificate of the foreign organization;
  • the Maintenance Organization Exposition (MOE), in Kazakh, Russian, or English.
Timeframe for consideration of the application chevron

The total duration of the procedure for recognition of the certificate and issuance of the Decision on Recognition of the Certificate shall be 22 (twenty-two) working days.

Where additional time is required for review, verification, or obtaining necessary information, the period for consideration of the application for recognition may be extended for no more than 22 (twenty-two) working days. The applicant shall be notified thereof within 3 (three) working days from the date the decision to extend the consideration period is made.

Validity of approval chevron

The certificate of a foreign organization shall be recognized by the authorized organization for the entire period of its validity.

In the event of damage or loss (theft) of the Decision on Recognition of the Certificate, the validity of the said document shall be suspended.

To obtain a duplicate of the Decision on Recognition of the Certificate, the applicant shall submit an application in free form to the authorized organization.

Before submitting an official application for the recognition of the certificate of AMO, the applicant is required to familiarize itself with the regulatory legal acts governing the field of civil aviation, as listed below:

  • Law on the Use of Airspace of the Republic of Kazakhstan and Aviation Activities
  • Rules for Certification and Issuance of Certificates to Civil Aviation Maintenance and Repair Organizations
  • Certification Requirements  for Maintenance and Repair Organizations of Aviation Equipment
  • Standard Instructions for Flight Safety Management for: Operators of civil aircraft, Airports, Air traffic services, Aircraft maintenance organizations, Civil aviation training centers whose activities involve aircraft operations during service provision.
  •  Standard Training Programs for Aviation Personnel Involved in Flight Safety Assurance

The procedure for submitting an application and issuing recognition of the certificate of AMO shall, as a rule, be carried out in the following sequence:

  •  Application Assessment and Decision-Making.

The application assessment includes a comprehensive review of the information submitted by the applicant in order to verify that all aspects stipulated by the Rules are included and duly addressed.

  • Assessment of the Production Base.

An on-site inspection of foreign AMO shall not be required in the following cases:

  • maintenance and repair of light and ultralight aircraft.
  •  performance of scheduled maintenance in organizations certified by the European Union Aviation Safety Agency (EASA) or by the aviation authorities of EASA Member States and the United Kingdom.

3) Decision-Making and Issuance (or Refusal to Issue) Recognition.

  • Based on the results of the review of the application for compliance with the Law, an aviation inspector of the authorized organization shall decide on the issuance of recognition of the certificate of the AMO or on refusal thereof.
  • The authorized organization shall refuse to issue a Decision on Recognition of the Certificate to the applicant in the following cases:
  • establishment of the unreliability of documents submitted by the applicant for obtaining the Decision on Recognition of the Certificate and/or the data (information) contained therein.
  • non-compliance of the applicant and/or the submitted materials, facilities, data, and information required for issuance of the Decision on Recognition of the Certificate with the requirements established by these Rules or certification requirements.
