How to Register an Unmanned Aerial System (UAS): Step-by-step Instructions

  1. Preparation — Agreement on Technical Compliance Declaration
    To confirm the technical compliance of the UAS, submit a declaration to JSC "Aviation Administration of Kazakhstan."

  1. Which UAS should be registered?
    According to Rules 409 of June 30, 2017, UAS with a maximum take-off weight of 0.25 kg or more, as well as all systems with data collection technical equipment, are subject to registration, except for UAS with a maximum take-off weight of 750 kg or more, which are subject to state registration.

  1. UAS Registration
    For UAS with a weight up to 0.25 kg: submit an application with an electronic digital signature (EDS) and attach a certificate of exclusion (if the UAS was previously registered with a foreign state).
    For UAS with a weight of 0.25 kg or more: submit an application with an EDS and attach the following:
    1. A notarized purchase agreement or proof of ownership.
    2. A notarized lease agreement (if applicable).
    3. A certificate of exclusion from the registry of a foreign state (if applicable).

  1. How to Submit the Application?
    After receiving the declaration, submit your application through the portal eLicense.kz.
    Processing time: 10 business days.

  1. What Documents Will Be Issued?
    • A Registration Certificate is issued for a period of 5 years or the duration of the lease agreement. This certificate is issued solely for registration purposes and does not authorize operation.
    Assignment of a Tail Number: The tail number must be applied to the UAS in 3 or 5 places (it must be applied with a font size of at least 5 mm on the unmanned aerial vehicle, ensuring the number remains legible and intact in the presence of water. For UAS with a weight up to 1.5 kg, the number is applied in 3 places, while for UAS over 1.5 kg, it is applied in 5 places).
    The tail number must be applied to the UAS before it is used for operation.

The tail number includes:
• Republic of Kazakhstan affiliation – "Q";
• Maximum take-off weight classifier;
• Design type classifier;
• Registration number.

    • Service name, application number, and date;
    • BIN/IIN;
    • Screenshots or video of actions taken for the application;
    • Description of the error and circumstances.

  1. Consequences of Failing to Register
    • A fine of 10 MCI (monthly calculation index) according to Article 563 of the Code of Administrative Offenses of the Republic of Kazakhstan.
    • Possible confiscation of the UAS in case of violations, such as flying over protected objects without approval from the Ministry of Defense or the State Security Service.

Procedure for Foreign Citizens to Obtain a Digital Signature (EDS) in Kazakhstan

  1. Prepare the Required Documents:
    • A valid passport.
    • A notarized translation of the applicant’s name into Kazakh or Russian (if the original documents are not in these languages).
    • A USB flash drive to store the digital signature key.
  2. Contact the Nearest Embassy or Consulate of the Republic of Kazakhstan:
    The service is available at 59 diplomatic missions of Kazakhstan worldwide, including in Moscow, St. Petersburg, Kyiv, Prague, Istanbul, New York, Beijing, Seoul, and others.

  3. Submit the Application:
    • Complete the application form for obtaining a digital signature.
    • Submit the necessary documents.
    • Undergo the identity verification process, which may include biometric identification.
  4. Receive the Digital Signature:
    After completing all procedures, you will be issued a registration certificate and the digital signature key, which will be stored on your USB flash drive.

Important Notes

  • The service is provided free of charge and typically takes up to two business days.

Renewal of the certificate of registration of the unmanned aerial system - 10 (ten) working days.

Issuance of the Certificate of Exemption of unmanned aerial system - 10 (ten) working days.

In case of necessity to carry out additional assessment of the submitted documents, the term of consideration is extended to 5 (five) working days, about which, before the expiry of the term specified in the first part of this paragraph, a notification is sent through the portal to the ‘personal cabinet’ of the applicant.

Form of public service provision

1. Issuance of a certificate of registration of an unmanned aerial system - Electronic (partially automated);

2. Issuance of a certificate of exclusion of an unmanned aerial system from the Register of Unmanned Aerial Systems - Electronic (partially automated).

Result of rendering a public service

1. Issuance of a certificate of registration of an unmanned aerial system, amendments to the certificate of registration of an unmanned aerial system, or a reasoned response on refusal to provide the state service;

2. Issuance of a certificate of exclusion of the unmanned aerial system from the Register of Unmanned Aerial Systems, or a reasoned response on refusal to provide the state service.

The amount of payment charged from the service recipient when rendering a public service and methods of its collection in cases stipulated by the legislation of the Republic of Kazakhstan

1. The state service of issuing a certificate of registration of an unmanned aerial system shall be rendered free of charge.

2. The state service of issuing a certificate of exclusion of an unmanned aerial system from the Register of Unmanned Aerial Systems shall be rendered free of charge.

Work schedule of the service provider and information objects

1. Portal - round the clock, except for technical interruptions due to repair works (when the service recipient applies after working hours, on weekends and holidays according to the labour legislation of the Republic of Kazakhstan, the application acceptance and issuance of the result of rendering the state service is carried out on the next working day);

2. The Service Provider - from Monday to Friday inclusive, from 8.30 a.m. to 5.30 p.m. with a lunch break from 1 p.m. to 2 p.m., except for weekends and holidays in accordance with the labour legislation of the Republic of Kazakhstan.

List of documents and information required from the service recipient for rendering the state service

Information on identity documents, on state registration (re-registration) of a legal entity, on state registration as an individual entrepreneur, on registration of an unmanned aerial system, the authorised organisation receives information from the relevant state information systems via an ‘e-government’ gateway.

To obtain a certificate of registration of an unmanned aerial system with a maximum take-off weight of up to 0.25 kg, an application signed by electronic digital signature shall be submitted with the following document attached:
1) a certificate of removal of the unmanned aerial system (in case the unmanned aerial system was registered by a foreign state) from the registration of the foreign state (if any).

To obtain a certificate of registration of an unmanned aircraft system with a maximum take-off weight of 0.25 kg or more, an application signed by electronic digital signature shall be submitted with the following documents attached:
1) an electronic copy of a notarized and notarized sales contract or other document confirming the right of ownership in the state and (or) Russian languages or an electronic copy of a notarized and notarized sales contract or other document confirming the right of ownership in English with an official translation (for foreign individuals and legal entities);
2) electronic copy of the rental, leasing, property lease agreement, other document confirming the right to use in the state and (or) Russian languages or electronic copy of the notarized rental, leasing, property lease agreement or other document confirming the right to use in English with official translation (for foreign individuals and legal entities);
3) certificate of exclusion of the unmanned aerial system (in case the unmanned aerial system was registered in a foreign country) from the foreign country's registration.

To amend the Certificate of Registration of an unmanned aerial system with a maximum take-off weight of up to 0.25 kg, an application signed by an electronic digital signature shall be submitted.

To amend the Certificate of Registration of an unmanned aircraft system with a maximum take-off weight of 0.25 kg or more, an application signed by electronic digital signature shall be submitted with the following documents attached:
1) electronic copy of the constituent document (for legal entities) or electronic copies of the identity document (for foreign individuals) or notarized constituent documents (for foreign legal entities);
2) electronic copy of a notarized and notarized sale and purchase agreement or other document confirming the right of ownership in the state and (or) Russian languages or electronic copy of a notarized and notarized sale and purchase agreement or other document confirming the right of ownership in English with an official translation (for foreign individuals and legal entities);
3) an electronic copy of a rental, leasing, property lease agreement, other document confirming the right to use in the state and (or) Russian languages or an electronic copy of a notarized and notarized rental, leasing, property lease agreement or other document confirming the right to use in English with an official translation (for foreign individuals and legal entities);

To extend the validity period of the certificate of registration of an unmanned aircraft system, an application signed by electronic digital signature shall be submitted with the following document attached:
1) an electronic copy of a lease, leasing, property lease agreement, other document confirming the right of use in the state and (or) Russian languages or an electronic copy of a notarized lease, leasing, property lease agreement, other document confirming the right of use in English with an official translation (for foreign individuals and legal entities);

To obtain a certificate of exclusion of an unmanned aerial system from the Register of Unmanned Aerial Systems, an application signed with an electronic digital signature shall be submitted.

Grounds for refusal to provide a state service established by the legislation of the Republic of Kazakhstan

1) determination of unreliability of documents submitted by the applicant and (or) data (information) contained therein;

2) non-compliance with the applicant and (or) submitted materials, data and information with the requirements of these Rules, the Law;

3) the applicant is subject to an enforceable court decision (judgement) on the prohibition of aviation activities or certain types thereof;

4) there is an enforceable court judgement against the applicant based on which the applicant is deprived of a special right related to obtaining Certificates of Registration.

Other requirements taking into account the peculiarities of public service provision

The addresses of the places of rendering the state service are available on the Internet resource: ‘Aviation Administration of Kazakhstan’ JSC www.caa.gov.kz.

The service recipient has an opportunity to receive: the state service in electronic form through the portal provided that he/she has an electronic digital signature;

information on the procedure and status of the provision of state services in the remote access mode through the ‘personal cabinet’ of the portal, as well as the single contact centre for the provision of state services.
