A civil aircraft shall be removed from the State Register in the following cases:

1. the decommissioning or removal of the aircraft from service;
2. the sale or transfer of the aircraft to a foreign state, foreign individual or legal entity;
3. registration of the civil aircraft in the Register of State Aviation of the Republic of Kazakhstan or the Register of Foreign States;
4. the lack of a valid certificate of airworthiness for more than one year with a calendar period of operation exceeding forty years from the date of the aircraft's release, except in cases of encumbrance of the property
5. the aircraft has been declared missing
6. the execution of an irrevocable power of attorney.

 In case of exclusion, the applicant shall submit the following documents to the e-mail of the authorized organization:

(except when deregistering the aircraft)

1. electronic copy of the application according to the form in Annex 6, or electronic copy of the application for the replacement of the certificate of state registration of civil aircraft from the national marking "UN" with the state and registration markings "UP" with its subsequent removal according to the form in Annex 6-1 to these Rules and the original of the certificate of state registration" with the national marking "UN";
2. electronic copies of documents confirming the transfer of ownership of the aircraft to a foreign state (individual, legal entity) or another document stipulated by the cases in which the aircraft may be excluded from the State Register or copies thereof;
3. in the case where the owner is a non-resident of the Republic of Kazakhstan: an electronic copy of documents certifying the identity of an individual or a certificate (certificate) of state registration (re-registration) of the legal entity-applicant;
4. electronic copy of the pledgee's written consent to exclude the aircraft if it is pledged;
5. electronic copy of the certificate of write-off (in case of write-off of civil aircraft) in the form according to Annex 1 to the Rules of aircraft write-off, approved by Order № 123 of the Minister of Transport and Communications of the Republic of Kazakhstan dated March 9, 2011 (registered in the State Register of Legal Acts under № 6868)
6. an electronic copy of the aircraft disposal documents or their copies (in case of decommissioning of the aircraft);
7. an electronic copy of the certificate of removal of the aircraft's markings and supporting photographs (except in the case of aircraft decommissioning).

By act:

A certificate of removal of identification marks shall be drawn up in any form and signed by the members of the commission, which shall include the owner or operator of the aircraft and a representative of the aircraft's home aerodrome.    

On return and cancellation:

Prior to issuing a Certificate of Removal of Aircraft (hereinafter "Certificate of Removal") from the State Register, the authorized entity shall:

1. inspecting the aircraft to confirm the removal of state and registration and identification marks from the aircraft;
2. Return of original documents previously issued by the authorized civil aviation authority;
3. verification of cancellation of the aircraft address (24-bit code).

If an aircraft is included in the Annex to the Operator's Certificate (Aircraft Performance Certificate), it shall not be removed from the State Register until the procedure for removing the aircraft from the Annex to the Operator's Certificate (Aircraft Performance Certificate) is completed.

On pledged property:

The consent of the pledgee shall be attached in order to remove the pledged aircraft from the State Register.

This paragraph does not apply when deregistering an aircraft unless such pledge is a registered international guarantee.

Issuance of the Certificate of Exclusion from the State Register

In accordance with the submitted documents, the authorized organization issues the applicant a certificate of exclusion from the State Register of Civil Aircraft of the Republic of Kazakhstan in the form according to Appendix 7 to the Rules 409 of 30.06.2017.
