Licensing Department
Mission:
Ensure the monitoring and oversight of the qualifications and professional training of aviation personnel to maintain the highest standards of flight safety.
Vision:
- intention for transparency, efficiency, and quality of services provided to all parties of civil aviation, to improve licensing procedures and standards, optimize business processes, and introduce new technologies to improve the efficiency of the flight safety system;
- expanding cooperation with aviation authorities of foreign countries to share experiences and transfer best practices in order to ensure compliance with international flight safety standards on licensing of aviation personnel;
- maintaining high level of qualification and competence of the Licensing Department employees;
Main objectives:
- issuance, replacement, extension of validity, suspension, revocation and termination of aviation personnel licenses, entry, extension of validity of the qualification and special marks of aviation personnel;
- issuance, suspension, revocation of certificates of approved training organizations and relevant permits;
- recognition of licenses and certificates issued by foreign countries;
- verification of licenses and certificates issued in the Republic of Kazakhstan;
- evaluation of flight simulation training devices, conducting scheduled and unscheduled inspections, preparation and execution of inspection violations;
- conducting examinations and assessments to ensure the competence and qualifications of aviation personnel;
- development of regulatory legal acts, instructional materials and internal procedures and guidelines;
- planning and implementation of trainings for Licensing Department employees;
- formation of reports on the activities of the Department.
