Local Runway Safety Teams

The requirements for Local Runway Safety Teams are set out in:

1) Standard Instructions on Flight Safety Management for Civil Aircraft Operators;

 2) Standard Instructions on Flight Safety Management at Airports;

3) Standard Instructions on Flight Safety Management in Air Traffic Services;

4) Rules for Certification and Issuance of an Aerodrome (Heliport) Certificate .

Risks related to runway safety are formed under the influence of interconnected hazard factors arising from the activities of all stakeholders, including the airport operator, the air traffic service provider, and flight crews. Effective management of these risks is possible only through coordinated and systematic cooperation of all parties within the framework of their respective Safety Management Systems (SMS).

Each aerodrome is a unique facility with its own operational characteristics, infrastructure, and working conditions, which determine the presence of specific risks. Such risks shall be timely identified, analyzed, and addressed within the activities of the Local Runway Safety Team (LRST) in order to maintain an acceptable level of safety.

Detailed guidance on the organization of LRST activities is provided in Appendix A, “Guidance Material for the Organization of Local Runway Safety Teams (LRST) at Aerodromes,” of the Runway Safety Programme of the Civil Aviation of the Republic of Kazakhstan.

Local Runway Safety Teams (LRST) have been established at all certified aerodromes of the Republic of Kazakhstan.

The LRST shall include, at a minimum, representatives of the following groups directly involved in runway operations at the respective aerodrome:

− aerodrome operators;

− specialists with aircraft operational experience from airlines conducting flights to the aerodrome;

− air traffic service providers.

Within its scope of authority, the LRST shall, at a minimum, perform the following tasks:

− analyze safety data related to the number, type, and, where possible, severity of runway incursions;

− review investigation reports to identify local hotspots and problem areas at the aerodrome;

− establish collaborative work aimed at improving operational understanding among personnel working in related areas and proposing areas for improvement;

− ensure the implementation of recommendations related to the prevention of runway incursions;

− identify any local problem areas and propose necessary solutions;

− conduct awareness campaigns on runway safety issues with a focus on local tasks, such as issuing and distributing maps of local hotspots or other guidance material as deemed necessary;

− regularly review runway and aerodrome operations in order to proactively identify any situations that may contribute to an increased risk of unsafe runway use.
