The state service "Issuance of a certificate of registration of an unmanned aircraft system" is temporarily carried out through the Electronic Document Management System "Documentolog" or the Information System "E-Otinish".
The procedure for registration and accounting of unmanned aircraft systems
Terms and definitions:
Authorized organization in the field of civil aviation (hereinafter – «Aviation Administration of Kazakhstan» JSC) – a joint-stock company with one hundred percent state participation in the authorized capital, carrying out activities aimed at ensuring the sustainable development of the civil aviation industry of the Republic of Kazakhstan, flight safety and aviation safety;
An unmanned aircraft system is an unmanned aircraft and its associated elements (including communication channels and components controlling an unmanned aircraft) that are necessary for the safe and efficient operation of an unmanned aircraft in airspace;
Unmanned aircraft is an aircraft that is operated or designed for autonomous operation and/or remote control without a pilot on board;
The applicant is a individual or legal person who is the owner or operator of a civil aircraft;
The owner is a individual or legal person of the Republic of Kazakhstan who owns the aircraft on the right of ownership or other legal grounds;
Operator – an individual or legal person engaged in the operation of civil aircraft or offering its services in this field;
The declaration of conformity is a document of a single form, by registration and signing of which the applicant confirms sole responsibility for the safe operation and compliance of an unmanned aircraft system with the requirements of the Rules for the Use of Unmanned Aircraft Systems in the Airspace of the Republic of Kazakhstan, approved by Order No. 706 of the Acting Minister for Investment and Development of the Republic of Kazakhstan dated December 31, 2020 (registered in the Register of the State registration of regulatory legal acts No. 22031);
The certificate of conformity of an unmanned aircraft system is a document confirming the compliance of an unmanned aviation system with the requirements for standard design, characteristics and operational and technical documentation;
Identification of conformity is a document issued by «Aviation Administration of Kazakhstan» JSC confirming the compliance of a copy of an unmanned aircraft system that does not have an approved standard design with the Rules for the Use of Unmanned Aircraft systems in the airspace of the Republic of Kazakhstan;
The Department of Unmanned Aircraft Systems is a structural division of «Aviation Administration of Kazakhstan» JSC that carries out state control over operators of unmanned aircraft systems.
The aircraft registry division of the Airworthiness Department is a structural division of «Aviation Administration of Kazakhstan» JSC that carries out accounting of unmanned aircraft systems.
Unmanned aircraft systems with an unmanned aircraft with a maximum take-off weight of 0.25 kg or more and all unmanned aircraft systems, regardless of the maximum take-off weight of the unmanned aircraft included in the system, equipped with technical means capable of collecting personal data and (or) confidential information, are subject to accounting, with the exception of unmanned aircraft systems with an unmanned aircraft with a maximum take-off weight of 750 kg or more, which are subject to state registration in accordance with the procedure specified in Chapter 2 of the Rules for State Registration of Civil Aircraft of the Republic of Kazakhstan approved by the Order of the Minister of Investment and Development of the Republic of Kazakhstan No. 409 dated June 30, 2017 (hereinafter - the Rules).
The first stage for accounting of an unmanned aircraft system is:

The assigned accounting number and the date of the declaration or certificate of conformity or identification of conformity of the copy are specified in paragraph 5.1 of the application for accounting of an unmanned aircraft system.
The state service of issuing a certificate of accounting of an unmanned aircraft system is provided free of charge.
To obtain a certificate of accounting of an unmanned aircraft system, the applicant submits an application and the following documents to «Aviation Administration of Kazakhstan» JSC through «Documentolog» Electronic Document Management System or «E-Otinish» Information System:

The authorized organization performs registration the application on the day of its receipt.
By submitting an application, the day of admission is not included in the term of the provision of state services.
If the applicant applies after the end of working hours, on weekends and holidays, according to the labor legislation of the Republic of Kazakhstan, registration of the application for the provision of state services is carried out on the next working day.
If the applicant submits an incomplete set of documents according to the list provided for in the list of basic requirements and (or) expired documents, the authorized organization refuses to accept the application within 3 (three) working days.
Refusal does not prevent repeated apply.
Upon identification of grounds for refusal to provide a state service, «Aviation Administration of Kazakhstan» JSC notifies the applicant of the preliminary decision to refuse to provide a state service, as well as the time, date and place (method) of the hearing to be able to express the applicant's position on the preliminary decision.
The notification of the hearing is sent at least 3 (three) working days before the end of the period for the provision of state services in accordance with Article 73 of the APC of the Republic of Kazakhstan. The hearing is held no later than 2 (two) working days from the date of notification.
Based on the results of the hearing, the result of the provision of state services is formed, or a reasoned refusal in accordance with Appendix 11-1 to the Rules for the provision of state services.
Based on the results of consideration of the application for the issuance of a Certificate of accounting of unmanned aircraft systems, «Aviation Administration of Kazakhstan» JSC issues:
- certificate of accounting of an unmanned aircraft system in accordance with Annex 11 to the Rules;
- or a reasoned refusal response in accordance with Appendix 11-1 to the Rules for the provision of state services on the grounds specified in paragraph 9 of the list of basic requirements of the signed EDS of an authorized person of an authorized organization.
«Aviation Administration of Kazakhstan» JSC assigns a aircraft number to the unmanned aircraft system by its accounting.
The assigned aircraft number consists of seven marks and is applied in
typeface of at least 5 mm to an unmanned aircraft in a way that ensures the preservation and readability of the number when exposed to water.
Markings for unmanned aircraft with a maximum take-off weight of up to 1.5 kg are applied in three places, and for unmanned aircraft weighing more than 1.5 kg they are applied in five places.
The assigned aircraft number contains the following information:
1) affiliation of the Republic of Kazakhstan – "Q";
2) classifier of the maximum take-off weight;
3) design type classifier;
4) accounting number.
The aircraft number must be applied by the owner to the unmanned aircraft before its operation begins.
If errors are found in the Certificate of accounting or an application for an error is received, the authorized organization makes corrections within 3 (three) working days.
The accounting of unmanned aircraft systems is keeping by «Aviation Administration of Kazakhstan» JSC in the register of unmanned aircraft systems of civil aviation of the Republic of Kazakhstan (hereinafter – the Register of Unmanned Aircraft Systems).
The accounting numbers of unmanned aircraft systems must correspond to their serial numbers in the Register of Unmanned Aircraft Systems. The Certificate of accounting of an unmanned aircraft system is issued for a period of 5 years or for the duration of the lease agreement.
Making changes to the Certificate of accounting of an unmanned aircraft system and to the Register of Unmanned Aircraft Systems are carried out by «Aviation Administration of Kazakhstan» JSC through «Documentolog» Electronic Document Management System or «E-Otinish» Information System:
- by changing the owner of the unmanned aircraft system and (or) its name and (or) surname, first name, middle name (if available).
- by changing the operator of the unmanned aircraft system and (or) its name and (or) surname, first name, middle name (if available).
Due to the change the name of the owner and (or) operator of the unmanned aircraft system and (or) surname, first name, middle name (if available), the applicant submits to «Aviation Administration of Kazakhstan» JSC through «Documentolog» Electronic Document Management System or «E-Otinish» Information System the following documents:

The authorized organization performs registration the application on the day of its receipt.
The term of the consideration the application for making changes to the certificate of accounting of an unmanned aircraft system is 10 (ten) working days.
The day of admission is not included in the term for the provision of state services.
If the applicant applies after the end of working hours, on weekends and holidays, according to the labor legislation of the Republic of Kazakhstan, registration of the application for the provision of state services is carried out on the next working day.
If the applicant submits an incomplete set of documents according to the list provided for in the list of basic requirements and (or) expired documents, the authorized organization refuses to accept the application within 3 (three) working days.

The Certificate of accounting of an unmanned aircraft system is issued for a period of 5 years or for the duration of the lease agreement.
After the issuance of the new certificate of accounting of an unmanned aircraft system, the previously issued certificate of accounting becomes invalid.
Upon expiration of the certificate of accounting of an unmanned aircraft system, in order to obtain a new certificate of accounting of an unmanned aircraft system, the applicant submits an application and the following documents to «Aviation Administration of Kazakhstan» JSC through «Documentolog» Electronic Document Management System or «E-Otinish» Information System:
Extending the validity period of the certificate of accounting of an unmanned aircraft system |
an electronic copy of the lease, leasing, property lease, or other document confirming the right to use in the state and (or) Russian languages or an electronic copy of a notarized lease, leasing, property lease, or other document confirming the right to use in English with an official translation (for foreign individual and legal persons); |
The authorized organization performs registration the application on the day of its receipt.
The term of the consideration the application for extension of the validity period of the certificate of accounting of an unmanned aircraft system is 10 (ten) working days.
The day of admission is not included in the term for the provision of state services.
If the applicant submits an incomplete set of documents according to the list provided for in the list of basic requirements and (or) expired documents, the authorized organization refuses to accept the application within 3 (three) working days.
If it is necessary to carry out an additional assessment of the submitted documents, the review period is extended to 5 (five) working days.
The Certificate of accounting of an unmanned aircraft system is issued for a period of 5 years or for the duration of the lease agreement.
After the issuance of the new certificate of accounting of an unmanned aircraft system, the previously issued certificate of accounting becomes invalid.
An unmanned aircraft system is excluded from the Register of Unmanned Aircraft Systems when:
1) decommissioning of an unmanned aircraft system;
2) sale or transfer (export) of an unmanned aircraft system to a foreign state, a foreign individual or legal persons;
3) expiration of the Certificate of Accounting of an unmanned aircraft system;
4) loss or theft of an unmanned aircraft system;
5) changing the classifier of the maximum take-off weight and (or) the classifier of the type of design of an unmanned aircraft system in accordance with Appendix 1 to the Rules for the Use of Unmanned Aircraft Systems in the Airspace of the Republic of Kazakhstan, approved by Order No. 706 of the Acting Minister for Investment and Development of the Republic of Kazakhstan dated December 31, 2020 (registered in the Register of State Registration of Regulatory Legal Acts acts No. 22031).
When an unmanned aircraft system is excluded from the Register of Unmanned Aircraft Systems the applicant submits to «Aviation Administration of Kazakhstan» JSC through «Documentolog» Electronic Document Management System or «E-Otinish» Information System the application for exclusion of an unmanned aircraft system:

The authorized organization performs registration the application on the day of its receipt.
The term of the consideration the application for the issuance of the Certificate of exclusion of an unmanned aircraft system is 10 (ten) working days.
The day of admission is not included in the term for the provision of state services.
If the applicant submits an incomplete set of documents according to the list provided for in the list of basic requirements and (or) expired documents, the authorized organization refuses to accept the application within 3 (three) working days.
If it is necessary to carry out an additional assessment of the submitted documents, the review period is extended to 5 (five) working days.

- the Certificate of exclusion of an unmanned aircraft system in accordance with Annex 15 to the Rules;
- or a reasoned refusal response in accordance with Appendix 11-1 to the Rules for the provision of state services on the grounds specified in paragraph 9 of the list of basic requirements is sent to the applicant in the form of an electronic document signed EDS by an authorized person of «Aviation Administration of Kazakhstan» JSC.
