Control over airlines should be strengthened. Deputies of the Mazhilis propose to amend the law on protection of consumer rights. Now the amount of fines imposed on airlines for poor quality and late service may also increase. Wouldn't that make ticket prices skyrocket? What are the effective points of change?
It is true that many are not satisfied with the type of transport that travels through the sky. Today, about 30% of those who bought a plane ticket and canceled air travel for various reasons are not refunded. Now, according to the initiative of the deputies, any airline can be obliged to hand over 90% of the cost of the ticket sold to the consumer.
Murat Abenov, deputy of the Mazhilis of the Parliament of the Republic of Kazakhstan:
Aviation is breaking several laws. Delays flights, changes, puts straws in luggage. As much as he violates the law, he does not impose any fines on him. And people pay for it, even if it exceeds a kilogram.
The deputy's words are confirmed by the passengers.
According to economists, increased control and increased fines will increase the losses of airlines. As a result, they can increase the ticket price by 5-7%.
Kazhykeldi Shambyl, economist:
No one wants to get rid of their profits. For example, for one person to pass a ticket, for another ordinary 10 people, the ticket price will be more expensive. If there is a monopoly, without competition, quality will necessarily decrease. But the price will grow.
In general, there is a restriction on monitoring airlines that violate passenger rights in the country. Work is carried out only when the complainant provides concrete evidence and demands an inspection. The majilismen now intend to strengthen the control powers of the Civil Aviation Committee.
Adilet Kobenov, head of the Department of the Civil Aviation Committee of the Ministry of transport of the Republic of Kazakhstan:
In accordance with the changes, simplification of these procedures is provided.
However, these amendments are currently being considered in the draft law. No definitive decision has yet been made. The deputies note that the new initiative is aimed at protecting the interests of passengers, as well as putting the air transportation market in order.
