A working group meeting was held at the Aviation Administration of Kazakhstan with the participation of representatives from the aviation industry to discuss proposals for amendments and additions to Order No. 158 of February 24, 2015, issued by the Acting Minister for Investment and Development of the Republic of Kazakhstan, “On Approval of Certification Requirements for Aviation Training Organizations.”
This initiative aims to update the requirements applicable to aviation training organizations in line with modern approaches to aviation personnel training, as well as the international standards and recommended practices of the International Civil Aviation Organization (ICAO).
During the meeting, participants reviewed the key areas of the proposed amendments, including the enhancement of quality assurance and safety management system requirements, clarification of qualification and training requirements for instructional and management personnel, implementation of risk-based and competency-based approaches to training, modernization of requirements for training facilities and simulation equipment, elimination of duplicative and excessive provisions, and improvement of the transparency and practical applicability of the regulatory requirements.
The development of these proposals is being led by the Licensing Department of the Aviation Administration of Kazakhstan in cooperation with representatives of aviation training organizations. This collaborative approach ensures the comprehensive improvement of the aviation personnel training system while taking into account practical experience and the current needs of the aviation industry.
