Sustainable Growth of the Aviation Industry: Results for the First 10 Months of 2025

Over the first ten months of 2025, the activities of the Civil Aviation Committee were focused on the sustainable development of the industry, enhancing the level of flight safety, and improving the system of state regulation in the field of civil aviation.

During this period, airports handled 26,6 million passengers, representing an 8% increase compared to the same period in 2024. Of these, 13,1 million passengers were transported by domestic airlines, which is a 6,1% increase year-on-year.

In addition, the volume of cargo handled at airports reached 140 thousand tons, including 23,8 thousand tons transported by domestic airlines, reflecting a 6,3% increase compared to the same period in 2024.

The number of domestic air routes totaled 60 destinations, with a frequency of 821 flights per week.

The international route network expanded to 131 destinations across 30 countries, with a total frequency of 616 flights per week.

In July 2025, the President of the Council of the International Civil Aviation Organization (ICAO), Salvatore Sciacchitano, paid an official visit to the Republic of Kazakhstan. This visit marked the first time in history that an ICAO Council President had visited Kazakhstan.

From 2 to 14 September 2025, an ICAO aviation security audit was conducted in the Republic of Kazakhstan.

Based on the audit results, Kazakhstan’s level of compliance with ICAO international standards reached 95,7%, significantly exceeding both the global average (72%) and the European average (88%). This indicator places Kazakhstan among the leading countries not only within the CIS, but also across the ICAO EUR/NAT Region (Georgia — 89,75%, Uzbekistan — 85,47%, Belarus — 91,85%, Kyrgyzstan -  85,7%, Azerbaijan — 74,66%, Albania — 68,74%, Turkey — 77,59%).

As part of the Head of State’s visit to the United States, a contract was signed between Air Astana and Boeing for the delivery of 15 Boeing 787-9 Dreamliner aircraft, in addition to the three aircraft previously ordered. The total value of the fleet of 18 Boeing 787-9 aircraft amounts to USD 7 billion.

 

The expansion of the fleet will enable Kazakhstan to broaden the geography of its international routes, including the launch of direct flights to the United States.

On 21 July 2025, the Rules for determining the cost and scope of capital expenditures incurred under leasing agreements for aviation equipment and/or special-purpose transport were adopted (Order of the Ministry of Transport of the Republic of Kazakhstan № 223). These rules will facilitate the acquisition of specialized equipment for airports with state participation.

During the reporting period, the fleets of domestic airlines were expanded by 12 new aircraft:

SCAT - 4 Boeing 737 MAX 8

Air Astana -3 Airbus A321/A320

FlyArystan - 5 Airbus A321/A320

By Government Resolution №  412 dated 4 June 2025, the Concept for the Development of Civil Unmanned Aviation of the Republic of Kazakhstan for 2025–2031 was adopted. The document defines key strategic areas, including regulation, personnel training, and scientific research.

Major repairs of the runway and taxiway at Aktau Airport and routine repairs of the runway at Astana Airport have been completed. In addition, the reconstruction of the terminal at Balkhash Airport is nearing completion.

Construction is underway at three airports in resort areas - Katon-Karagay, Zaysan, and Kenderli - along with efforts to restore operations at Arkalyk Airport.

It is also worth noting that a meeting on the development of civil aviation was held at the level of the Head of State, during which key approaches were identified, strategic decisions were adopted, and medium-term objectives were set, providing guidance for the further development of the industry.
