Security at Altitude: Kazakhstan Strengthens Coordination of Aviation Security within the EAEU

In St. Petersburg, as part of the International Transport and Logistics Forum, a meeting of the Working (Expert) Group on Aviation Security was held under the Council of Heads of Authorized Transport Authorities of the member states of the Eurasian Economic Union (EAEU).

In 2026, Kazakhstan is chairing the Working Group, shaping its practical agenda and coordinating cooperation among participating countries in the field of aviation security. The Kazakh delegation was led by Sarsen Zharylgassov, Deputy Chairman of the Civil Aviation Committee of the Ministry of Transport of the Republic of Kazakhstan.

Participants discussed key issues related to industry development, including changes within the International Civil Aviation Organization (ICAO), improvements to national legislation, Amendment 19 to Annex 17 on aviation security, as well as the implementation of modern technologies and risk-based approaches.

Kazakhstan presented its experience in undergoing the ICAO audit under the USAP-CMA programme, as a result of which its compliance rate with international standards reached 95.7%—one of the highest indicators in the region. A methodology for planning human resources for aviation inspectors, aimed at improving oversight efficiency, was also introduced.

Following the meeting, the parties reaffirmed their commitment to deepening cooperation, regularly exchanging experience, and developing coordinated solutions to enhance aviation security and ensure the sustainable development of civil aviation in the region.
