By decision of the heads of state delegations, the Chairman of the Administrative Commission was appointed Mauricio Ramírez Koppel, as Permanent Representative of Colombia to ICAO. To Vice-Chairman were nominated Musayeroh Barrie, Director General of the Sierra Leone Civil Aviation Authorit, Angshumali Rastogi, Representative of India on the ICAO Council and Saltanat Tompiyeva, Chairman of the Civil Aviation Committee of the Ministry of Transport of the Republic of Kazakhstan.This is the first time a representative of the CIS has held this position. The nominations were proposed by Florence Cormon-Veyssière, Ambassador and Permanent Representative of France to the ICAO.
The opening of the first meeting of the Administrative Commission took place with the participation of ICAO Council President Salvatore Sciacchitano and ICAO Secretary General Juan Carlos Salazar.
The Administrative Commission is established within the framework of the ICAO Assembly Session in accordance with the Organization's rules. During the current ICAO Assembly Session, the Administrative Commission will consider the budgets for the upcoming triennium, financial matters, the appointment of an external auditor, as well as issues related to human resource management, gender equality, and other matters.
Speaking at the meeting, ICAO Council President Salvatore Sciacchitano emphasized that, in the context of rapidly growing passenger traffic, it is essential for ICAO to maintain financial discipline while also ensuring new sources of funding. According to him, the proposed budget strengthens the long-term sustainability of the Organization and enables the implementation of priority initiatives aimed at the safe and sustainable development of international aviation.
During the meeting of the Administrative Commission, Kazakhstan presented two documents. Saltanat Tompiyeva introduced the working paper titled "Establishment of the ICAO Nomination 'Women Shaping Aviation.'" The initiative proposes the creation of an official ICAO Assembly nomination “Women Shaping Aviation” to recognize outstanding achievements of women in the aviation industry. The nomination would be awarded to three professionals at each session of the Assembly and would include a certificate of recognition. Nominees may represent areas such as air navigation, safety oversight, aviation medicine, regulatory reform, engineering, operations, training, and leadership — ensuring inclusiveness across all sectors of aviation activity.
