Regarding flight delays at Nur-Sultan Airport

Due to bad weather conditions, namely a severe snowstorm, as well as the inability to treat aircraft with anti-icing liquid for flight safety, a number of flights to / from Nursultan Nazarbayev International Airport are delayed.

At the moment, 16 flights are delayed on departure. These are 10 flights of Air Astana Airlines (Shymkent-2 flights), Atyrau, Ust-Kamenogorsk, Almaty-2 flights, Aktobe -2 flights, Dubai, Novosibirsk) and two SCAT flights (Almaty, Aktau).

At the same time, Turkish Airlines flight in the direction of Nur Sultan - Istanbul, FlyDubai airlines in the direction of Nur Sultan - Dubai, Lufthansa airlines in the direction of Nur Sultan - Frankfurt, Aeroflot Airlines in the direction of Nur Sultan - Moscow.

18 flights are delayed on arrival. These are 11 flights of Air Astana airline (Almaty - 3 flights, Kyzylorda, Shymkent - 2 flights, Uralsk, Aktobe - 2 flights, Ust-Kamenogorsk, Novosibirsk), 4 flights of SCAT airline (Almaty, Aktau, Atyrau, Moscow) , 2 Qazaq Air flights (Zhezkazgan, Ust-Kamenogorsk) and FlyArystan flight in the direction of Nur-Sultan - Moscow.

In accordance with article 86 of the Law of the Republic of Kazakhstan dated July 15, 2010 “On the use of airspace of the Republic of Kazakhstan and aviation activity”, when a flight is canceled or delayed due to a carrier’s fault or delay, a flight is canceled due to late arrival of the aircraft, or a change in the transportation route, the carrier must arrange for passengers at the departure and intermediate points the following services:

1) providing (if available) a room for mother and child to a passenger with a child under the age of seven;

2) two telephone calls, including via international communication lines, lasting no more than five minutes or two messages by e-mail while waiting for the departure of the flight for more than two hours;

3) providing soft drinks while waiting for the departure of the flight for more than two hours;

4) providing hot meals while waiting for the departure of the flight for more than four hours and further:

  • every six hours - in the daytime;

  • every eight hours - at night;

5) accommodation in a hotel provided by the carrier, while waiting for the flight to depart for more than eight hours - during the day and more than six hours - at night;

6) delivery by transport provided by the carrier from the airport to the hotel and back in those cases when the hotel is provided at no additional charge.

If the flight is canceled or delayed due to the fault of the carrier for a period of more than ten hours, the carrier shall, at the choice of the passenger:

1) to ensure the transportation of a passenger by the nearest flight to the destination indicated on the ticket, with the provision of services in accordance with paragraph 1 of this article;

2) return to the passenger the full cost of the ticket.

If the above services are not provided, passengers are advised to contact the authorized body to bring airlines to administrative responsibility in accordance with Article 567 of the Code of the Republic of Kazakhstan dated July 5, 2014 “On Administrative Offenses”.

At the same time, we want to note that the delay or cancellation of flights under weather conditions is not the fault of the air carrier.
