From April 14 to 16, the ICAO Global Implementation Support Symposium (GISS 2026) is being held in Marrakech, Morocco—a key international platform aimed at developing human capital and supporting States in the implementation of civil aviation standards.
The theme of the symposium, “Regional Solutions, Global Benefits,” has brought together aviation industry leaders, government representatives, international organizations, and business stakeholders to discuss key issues in the development of global civil aviation. The Kazakh delegation is led by Saltanat Tompiyeva, Chairman of the Civil Aviation Committee of the Ministry of Transport of the Republic of Kazakhstan.
“May this Symposium serve as a starting point for the implementation of the ICAO Long-Term Strategic Plan for 2026–2050. Ensuring safe, secure, and sustainable air transport for all is our goal and our shared responsibility,” said ICAO Council President Salvatore Sciacchitano in his opening remarks.
As part of the symposium, the first high-level event on human capital development under the ICAO Global Ambassador Program was held. It was attended by ICAO Council President Salvatore Sciacchitano, ICAO Secretary General Juan Carlos Salazar, global ambassadors and program leaders, as well as leading international experts in aviation education and training. At this event, Saltanat Tompieva, Chairperson of the Civil Aviation Committee of the Ministry of Transport of Kazakhstan, also spoke in her capacity as an Ambassador of the ICAO Global Ambassador Program, to which she was appointed in January 2026.
“Being appointed as an ICAO Ambassador is not only an honor but also a significant responsibility that rests on your shoulders. It is a responsibility we all share at ICAO—to represent and uphold the highest standards expected of us,” said the ICAO Secretary General.
Kazakhstan’s participation at this level highlights the country’s growing role in advancing the international agenda for the development of aviation professionals and strengthening global cooperation.
During the meeting, ICAO’s priority areas in personnel training were presented, including the Next Generation of Aviation Professionals (NGAP) program, the Global Aviation Education Program (GAEP), as well as initiatives to empower women in aviation.
As part of the discussions, Kazakhstan presented its approaches to human capital development, including measures to support gender equality, engage youth, and promote aviation careers. The country’s practical experience in implementing initiatives aimed at building a sustainable workforce for the industry was also highlighted.
Following the meeting, participants developed practical approaches to strengthening international cooperation, expanding outreach and awareness initiatives, and improving the effectiveness of ICAO’s global programs.
