Panel Session AVSECP/36: Strengthening Global Aviation Security

The 36th session of the ICAO Aviation Security Panel (AVSECP/36) took place at the headquarters of the International Civil Aviation Organization (ICAO) in Montreal, Canada. The event brought together representatives of ICAO Member States, international and regional aviation organizations, as well as leading experts in the field of aviation security.

The primary goal of the session was to discuss current challenges and threats in aviation security and to develop coordinated strategies for their prevention and mitigation. A wide range of issues was addressed, including the continued implementation of Standards and Recommended Practices (SARPs) under Annex 17 to the Convention on International Civil Aviation; the continuous monitoring mechanism under the ICAO Universal Security Audit Programme – Continuous Monitoring Approach (USAP-CMA); evaluation of the effectiveness of the USAP-CMA implementation; integration of the Aviation Security Training Centre (ASTC) network into the TRAINAIR PLUS Programme; development of institutional capacity and exchange of best practices among States; and the introduction of innovative technologies and modern solutions into aviation security systems.

Kazakhstan presented two working papers that generated active discussion among participants. One paper, titled “Impracticality of Integrating the ASTC Network into the TRAINAIR PLUS Programme,” emphasized that the commercialization of the TPP model could significantly affect access to specialized aviation security training. Another paper, “Mandatory Data Exchange on Military Threats to Civil Aviation Safety,” highlighted the need for a systematic international mechanism to ensure timely exchange of information on potential threats to civil aircraft.

The session also reviewed proposals to update ICAO regulatory documents and approved several recommendations to be submitted to the ICAO Council for further consideration.

Participation in AVSECP/36 reaffirmed the strong international cooperation and commitment of ICAO Member States to ensuring a safe and resilient global civil aviation system.
