The 35th meeting of the aviation security expert group - AVSECP/35 – is taking place at the headquarters of the International Civil Aviation Organization (ICAO) in Montreal (Canada). The members of the expert group are representatives of 33 States. On behalf of the Kazakh side, with the support of the Civil Aviation Committee of the Ministry of Transport participate, Darkhan Yespotanov, Deputy General Director of the Aviation Administration of Kazakhstan JSC, and Daniyar Kanlybayev, Senior Director of the Aviation Security Department of the AAK. A delegation from Kazakhstan is participating in this meeting of the expert group as observers.
The main tasks of the aviation security expert group are the development of standards and recommended practices, the identification and study of new and emerging threats in civil aviation and the preparation of countermeasures against them, assistance to the ICAO secretariat in the development and revision of procedures, guidance materials and technical requirements for aviation security.
The expert group meeting addressed emerging threats to aviation security, the effective implementation of the second edition of the ICAO Global Aviation Security Plan, the qualitative implementation of Annex 17 standards and recommended practices, improving the level of training of security-related personnel, regional cooperation and capacity-building, and the ICAO Secretariat provided an analysis of the results of the ICAO universal Aviation verification program security.
The delegation from Kazakhstan presented a working paper on the topic: "Formation of a reliable and effective aviation security culture in the Republic of Kazakhstan". The Expert Group and the secretariat were informed about the support of Kazakhstan's initiative outlined in the working paper from all participants of the Coordination Group on Aviation Security of the Countries of Central Asia and the Caucasus.
Based on the results of the meeting of the expert group, a final report with conclusions and proposals was compiled, which was submitted to the ICAO Aviation Security Committee for further work.
Along with the above, working meetings were held with a group of international auditors to discuss the issues of the planned ICAO audit of aviation security in Kazakhstan in the near future. The final audit period will be determined after a set of risk assessment measures and analysis of information from the ICAO North Atlantic Regional Office in Paris.
A planned meeting was also held with the delegation of the Russian Federation at the Russian Federation's representative office in ICAO, where topical issues on aviation security in the region and the interaction of working expert groups within the framework of the work of the Eurasian Economic Commission were discussed. Preliminary conclusions have been drawn that the work of experts in the EEC makes it possible to make timely decisions and jointly respond to new types of threats and challenges in the field of aviation security.
