Kazakhstan will present 33 aviation initiatives for the first time at the ICAO Assembly in Montreal

The 42nd Session of the Assembly of the International Civil Aviation Organization (ICAO) is taking place at ICAO Headquarters from 23 September to 3 October 2025.
More than 3,000 delegates from ICAO Member States are participating in the event.

The Kazakh delegation was led by the chairman of the Civil Aviation Committee of the Ministry of Transport of Kazakhstan Saltanat Tompiyeva and Permanent Representative of Kazakhstan in the  International Civil Aviation Organization (ICAO) Timur Tlegenov. Participation of Kazakhstan in the ICAO Assembly is a priority for the protection of political, economic interests of the country, enhancing its role and relevance in the international aviation community.

The 42nd session of the Assembly was opened by the President of the ICAO Council President Salvatore Sciacchitano   and Secretary General of ICAO Juan Carlos Salazar. In his greeting to the participants, the President of the ICAO Council Salvatore Sciacchitano   emphasized, Global aviation faces a number of global challenges that require collaborative solutions.

Aviation must remain the foundation of sustainable global mobility, in spite of the difficulties.  In the face of growing demand for flights the industry must ensure the balance between security, development and environmental protection. Special attention should be given to the decarbonization of aviation, introduction of innovative technologies and development of new generations of specialists.  Our joint decisions today will determine what kind of aviation will be tomorrow - safe, sustainable, innovative and accessible for all», - S.Sciacchitano stressed in his speech.

During the current session of the ICAO Assembly, 193 Member States will elect a new ICAO Council from 36 States.  The ICAO Board will elect a new President for a three-year term starting in 2026. In addition, the ICAO budget will be approved for 3 years,  reviewed the results of work in the technical, legal, economic and financial areas, as well as technical assistance over the past period and strategic objectives for the next period until 2028.

The provisional agenda for the 42nd session of the Assembly includes 39 items, among which the economic development of air transport, priority aviation safety and navigation initiatives, simplification of formalities, progress in implementing the ICAO Passenger Identification Programme strategy,  environmental protection, climate change, reducing carbon emissions for international aviation (CORSIA), Human resources management and gender equality, capacity building and implementation support, aviation innovation and others.

Within the framework of meetings of the Executive Committee and relevant commissions of the ICAO Assembly Kazakhstan delegates will present 33 initiatives aimed at enhancing flight safety, aviation security. The proposed solutions will form the basis for important documents of the Organization, determining the agenda of global civil aviation for the next three years.

The ICAO 2025 Innovation Fair«Global horizons: inclusive innovations for aviation»  was held on 21-22 September as part of the 42nd session of the Assembly.  Participants of the event  representatives of States, international organizations, industry, private sector, academic, civil society organizations, the UN, non-governmental organization, held discussions on aviation innovations and their contribution to achieving the Sustainable Development Goals of the UNDP.

At the fair there were proposals on how to promote, discuss and help in the implementation of the ICAO Innovation Policy. In the exhibition area a number of new technologies and ideas were presented, that are already used or can be used in aviation.

Kazakhstan's initiatives (working and information documents) will be presented during meetings of the Technical, Legal, Administrative Commissions and the Executive Committee of the 42nd ICAO Assembly in Montreal, Canada.

ICAO Working Papers are the primary official materials submitted by States and ICAO bodies to sessions to raise issues for discussion and decision.

These documents contain specific measures or decisions on policy, safety, security, environmental protection, navigation, and passenger rights, and serve as the basis for ICAO resolutions or directives, setting the agenda and final decisions for global civil aviation over the next three years.
