Working papers were presented on a range of topics, including countering evolving threats to civil aviation, aviation cybersecurity, legal oversight of ICAO audits, traveler identification, digital documents and the use of electronic visas in Kazakhstan, as well as the implementation of international certification standards for integrating TS-1 fuel with sustainable aviation fuels (SAF) in Kazakhstan.
Kazakhstan proposes the development of a secure, ICAO-coordinated database platform aimed at enhancing the exchange of information on available technical assistance, training resources, and capacity-building support. This system is envisioned as a strategic tool to help States identify where assistance is needed or can be offered, enabling timely coordination of expert support, training opportunities, and joint initiatives.
Kazakhstan also proposes the development of certification standards for blending TS-1 fuel with sustainably produced types of aviation fuel (SAF) for use in civil aviation within the country. The development of such standards is considered essential to support the decarbonization process in the region, ensure operational safety, and enable Kazakhstan to align its activities with global sustainable development goals.
Kazakhstani experts propose including legal professionals and specialists in aviation law in ICAO audit and review teams, which would help improve the methodology of ICAO audits. Aviation lawyers can support more thorough assessments, strengthen dialogue with states, and contribute to the long-term development of effective legal oversight capabilities.
At the session, Kazakhstan also presented several information papers, including one outlining the measures taken to develop systems for traveler identification, digital documents, and the use of electronic visas.
Another information paper highlighted Kazakhstan’s actions to improve accessibility for passengers and enhance services for persons with reduced mobility within the country.
Participants of the session were informed about Kazakhstan’s efforts in support of ICAO’s “Green Airports” initiative, aimed at environmentally sustainable airport operations and management.
By presenting a comprehensive package of documents to the Executive Committee, Kazakhstan reaffirmed its role as an active driver of ICAO’s global agenda – from safety and cyber resilience to digital identification and decarbonization. The proposed initiatives move the discussion from theory to practice, shaping tools, standards, and coordination mechanisms that, over the next three years, can enhance flight safety, simplify travel, and accelerate the green transformation of aviation in the region and globally.
