Kazakhstan Strengthens Cooperation with ICAO in the Investigation of Aircraft Accidents and Incidents

A meeting was held in Montreal, Canada, between the Kazakh delegation and Mr. Mohamed Khalifa Rahma assumed his position as Director, Air

Transport Bureau, of the International Civil Aviation Organization (ICAO.

The Kazakh delegation included Mr. Timur Tlegenov, Permanent Representative of the Republic of Kazakhstan to ICAO; Mr. Nurzhan Malayev, Director of Transport Accident and Incident Investigation Department, Ministry of Transport of the Republic of Kazakhstan ; Mr. Darkhan Katyshev is the Chairman of the Management Board of JSC Transport Accident and Incident Investigation Center, as well as representatives of the Aviation Administration of Kazakhstan and RSE KazAeronavigatsia.

The ICAO delegation included Mr. Pascal Luciani, Deputy Director for Air Navigation and Aviation Safety, Air Navigation Bureau, ICAO. Mr. Serkan Simitcioglu, Deputy Director, Monitoring, Oversight and Coordination of the ANB, ICAO; Mr. Miguel Marin, Deputy Director Capacity, Development and Implementation, ICAO and members of the ICAO Secretariat.

During the meeting, the Kazakh delegation presented the activities and future plans of the newly established Center.

The Center is one of the first specialized institutions among the CIS countries established to conduct investigations into aircraft accidents and incidents in accordance with ICAO international Standards and Recommended Practices (SARPs).

Following the meeting, the Center and ICAO signed an Agreement aimed at supporting and strengthening the institutional capacity of Kazakhstan's newly established aircraft accident and incident investigation authority.

The Agreement provides for the implementation of a comprehensive set of measures to enhance the technical capabilities of the investigation authority. Under the project, ICAO experts will be engaged to assess the Center's existing capabilities, analyze investigator training needs, and develop recommendations for equipping its laboratory with modern equipment and technical resources. Particular attention will be given to addressing findings identified during the ICAO audit and further improving Kazakhstan's national aircraft accident and incident investigation system.

The Center's cooperation with ICAO will contribute to enhancing aviation safety, introducing modern investigation methods and technologies, strengthening technical and material capabilities, and expanding cooperation with the international aviation community.

The Center will continue implementing international standards, enhancing the professional competencies of investigators, and developing a modern national system for the investigation of aircraft accidents and incidents.
