Kazakhstan reaches 95,7% compliance with ICAO aviation security standards

The International Civil Aviation Organization (ICAO) has officially published the results of the Universal Security Audit Programme – Continuous Monitoring Approach (USAP-CMA) conducted in the Republic of Kazakhstan from August 30 to September 15, 2025.

According to the audit results, Kazakhstan’s level of compliance with ICAO international aviation security standards reached 95,7%. This figure significantly exceeds the global average of 72,01% and the European average of 87,92%.

Kazakhstan’s performance is among the highest not only among CIS countries but also within the ICAO European and North Atlantic (EUR/NAT) region. For comparison:

Azerbaijan – 74,66%

Uzbekistan – 85,47%

Kyrgyzstan – 85,76%

Georgia – 89,75%

Belarus – 91,85%

Russia – 94,14%

In neighboring regions, comparable results are demonstrated by countries such as:

UAE – 98,4%

Qatar – 96,72%

Saudi Arabia – 94,41%

Kazakhstan’s previous aviation security compliance rate was 83%.

The current score reflects a high level of security across critical elements of the aviation industry, such as:

primary aviation security legislation, aviation security programs and regulations,state appropriate  authority for aviation security and its responsibilities, personnel qualification and training,provision of technical guidance, tools and security -critical information, certification and approval obligations, quality control obligations.

Compliance in these areas demonstrates the high safety level of Kazakhstan’s airports, enhancing trust among airlines and contributing to the country’s eligibility for Category 1 flight status, which enables the opening of direct flights to the United States.

ICAO’s high assessment is the result of comprehensive reforms implemented in the aviation sector since 2019, including the development of the Aviation Administration of Kazakhstan, the improvement of specialist training, and the introduction of risk-based oversight mechanisms. It also highlights Kazakhstan’s integration into the global aviation security system.

The audit results serve as important confirmation of Kazakhstan’s commitment to international standards aimed at ensuring safe and efficient air transport for passengers and the aviation industry.
