The Republic of Kazakhstan participated in the 37th meeting of the Aviation Security Panel (AVSECP/37), organized by the International Civil Aviation Organization at ICAO Headquarters in Montreal, Canada.
During the meeting, as part of ICAO’s Implementation Support and Capacity Building initiative, Rustem Kabanbayev, Chief Aviation Inspector of the Aviation Security Department of the Aviation Administration of Kazakhstan and a member of the ICAO Aviation Security Panel Working Group on Training, presented a working paper on behalf of the Republic of Kazakhstan titled: “Enhancing Regional Cooperation: The Role of the Central Asia and Caucasus Aviation Security Coordination Group in Preparing the Republic of Kazakhstan for the ICAO USAP-CMA Audit.”
In particular, the importance of expanding regional cooperation to improve aviation security oversight and strengthen preparedness for the ICAO Universal Security Audit Programme – Continuous Monitoring Approach (USAP-CMA) was emphasized.
The Aviation Security Coordination Group was established in 2021 to promote knowledge sharing, capacity-building initiatives, and the harmonization of security measures among the countries of Central Asia and the Caucasus.
Participants of AVSECP/37 welcomed the findings of the Republic of Kazakhstan, recognizing regional cooperation as a key factor in strengthening global aviation security resilience. Kazakhstan’s contribution was noted as an example of effective collaboration and regional leadership.
The meeting also addressed a wide range of critical aviation security issues, including emerging threats, policy and regulatory developments, innovations, and capacity-building strategies, further reinforcing ICAO’s mission to ensure safe and secure international air transport.
