Kazakhstan Presents Its Approach to Aviation Risk Assessment at the ICAO “Safer Skies” Forum

The 4th International Safer Skies Forum on the risks of flying over conflict zones was held in Marrakesh, Morocco. The event was organized under the auspices of the International Civil Aviation Organization (ICAO) and the Safer Skies Consultative Committee (SSCC).

The forum brought together representatives of civil aviation authorities, international organizations, airlines, and experts from around the world to discuss current challenges and develop solutions in the context of growing geopolitical instability.

During a session dedicated to regional approaches, Kazakhstan delivered a presentation entitled "Risk Assessment for Civil Aviation Over and Near Conflict Zones: A Model for Kazakh Airlines."

The presentation introduced Kazakhstan’s aviation risk assessment model, developed in accordance with ICAO guidance (Doc 10084) and tailored to the regional specificities of Central Asia. Particular emphasis was placed on the use of digital tools for analyzing, visualizing, and classifying threats, as well as integrating risk assessment with an analysis of the socio-economic impact of flight restrictions.

The approach attracted significant interest from forum participants and was recognized as a promising example of a regional aviation risk assessment tool.

Kazakhstan’s participation in the forum helped to strengthen international cooperation in aviation safety, enabled the exchange of experience with leading countries and organizations, and expanded expert networks for future engagement through ICAO and the SSCC. The Kazakh risk assessment model was acknowledged as an effective and adaptable tool for evaluating risks in conflict-affected regions.
