Kazakhstan Participates in ICAO’s 24th Meteorological Services Implementation Project Team Meeting

The 24th meeting of the International Civil Aviation Organization Meteorological Services Implementation Project Team for the eastern part of the ICAO European Region (PT/EAST/24) was held in Bishkek.

The meeting was chaired by Maksat Tundebayev. Kazakhstan’s delegation also included aviation inspectors from the Aviation Administration of Kazakhstan and representatives of «Kazaeronavigatsia» RSE.

As part of the event, a seminar was held focusing on operational coordination between Regional Operational Centers (ROC) and National Operational Centers (NOC) for meteorological data, with particular attention given to information exchange using the digital IWXXM format.

Participants comprehensively reviewed current issues related to the modernization of aviation meteorological services, the regulatory framework governing ROC operations, implementation of the IWXXM digital data exchange format in regional states, and prospects for the phased transition to the SWIM information environment — a global concept for digital interaction among all air traffic stakeholders, including airlines, airports, meteorological services, and air traffic control providers.

Delegates also discussed global developments, including proposed amendments to Annex 3 of the Chicago Convention and new PANS-MET regulations.

Following the meeting, participants identified priority national and regional steps for implementing the Global Air Navigation Plan and Aviation System Block Upgrades (GANP/ASBU). A package of working documents was also prepared for subsequent presentation at meetings of the Meteorology Group (METG) and the European Air Navigation Planning Group (EANPG).
