As part of the Global Implementation Support Symposium (GISS 2026) in Marrakech (Morocco), a panel session was held on the development of Regional Safety Oversight Organizations (RSOOs) and Regional Accident and Incident Investigation Organizations (RAIOs), their role in the global aviation safety system, and prospects for further improvement.
The session was moderated by Mohamed Rahma, Director, Air Transport Bureau, ICAO. The speakers included Christopher Barks, Regional Director, North American, Central American and Caribbean Office, ICAO; Lucy Mbugua, Regional Director, Eastern and Southern African Office, ICAO; Ayiei Garang Deng Ayiei, DG, South Sudan Civil Aviation Authority; Chairperson, Civil Aviation Safety and Security Oversight Agency; David Lloyd, Institutional Relations Adviser, EUROCONTROL; Saltanat Tompiyeva, Chair, Civil Aviation Committee, Ministry of Transport, Republic of Kazakhstan.
Session participants discussed key challenges faced by States, including shortages of human and financial resources, as well as the need to harmonize regulatory frameworks in accordance with ICAO standards. It was noted that regional mechanisms are becoming an effective tool for pooling resources, conducting joint audits, and enhancing flight safety.
During the discussion, particular attention was paid to practical approaches to improving the effectiveness of regional cooperation.
Chairperson of the Civil Aviation Committee of the Ministry of Transport of the Republic of Kazakhstan, Saltyanat Tompiyeva, emphasized:
“From Kazakhstan’s perspective, ensuring that regional mechanisms deliver real value comes down to several practical principles. First and foremost, responsiveness and exchange of experience: regional mechanisms must be flexible and focused on the real needs of States. Cooperation should be centered on solving specific tasks, whether it is harmonizing regulations, addressing oversight gaps, or preparing for audits, so that support is timely and effective.”
She also noted the importance of practical cooperation and exchange of expertise:
“Our experience shows that targeted technical missions, exchange of experts, and joint audit preparation often yield faster and more tangible results than formal processes. Such cooperation allows States to access specialized knowledge and strengthens regional capacity.”
As part of the discussion, it was emphasized that the further development of Regional Safety Oversight Organizations and Regional Aircraft Accident and Incident Investigation Organizations should be based on the principles of sustainable financing, effective governance, as well as the introduction of risk-based and digital approaches in oversight activities.
The role of regional cooperation in accelerating the implementation of ICAO standards and enhancing the resilience of the global aviation system was also highlighted.
Following the session, participants agreed that regional mechanisms are becoming an integral part of the global aviation safety architecture, contributing to more effective oversight and the development of international cooperation.
The Republic of Kazakhstan reaffirms its commitment to further developing regional cooperation and its readiness to make a practical contribution to strengthening a safe, sustainable, and interconnected civil aviation system.
