The Fourth Meeting of the Cybersecurity Panel (CYSECP/4) of the International Civil Aviation Organization (ICAO) was held at ICAO Headquarters in Montréal, Canada. The event was attended by representatives from the Aviation Administration of Kazakhstan JSC, Kazaeronavigatsia RSE, and Nursultan Nazarbayev International Airport JSC, as well as representatives of ICAO Member States and various international and regional organizations, including EUROCONTROL, ACI, IATA, ASECNA, IFATCA, IFALPA, ECAC, CANSO, ITU, and UNODC.
The hybrid-format meeting featured reports from working groups on key areas such as cyber threat and risk analysis (WGCTR), the development of cybersecurity standards and recommended practices (TF-CYSARPs), and the preparation of guidance materials on insider threats, incident management, and aviation personnel training. Discussions addressed issues related to the regulation, governance, and integration of cybersecurity into the Safety Management System (SMS) and the Security Management System (SeMS), as well as interagency coordination between aviation and cybersecurity authorities.
Kazakhstan presented Working Paper WP/12 titled “The Impact of Artificial Intelligence on Cybersecurity in Civil Aviation,” which analyzes the emerging threats associated with the growing use of AI in aviation communication, control, and service systems. The paper highlights the need for supranational regulatory approaches, algorithmic transparency, and the protection of aviation infrastructure from new types of cyber threats.
Special attention was given to the development of Zero Trust Architecture in the aviation sector, the establishment of mechanisms for cyber incident information sharing among States and aviation entities, and pilot projects for cybersecurity oversight of air operators and airports. As part of the practical segment of the event, a tabletop exercise was held to simulate cyberattack response with participation from international stakeholders.
Kazakhstan’s participation in the work of the ICAO Cybersecurity Panel demonstrates the country’s commitment to international cooperation, knowledge sharing, and the adoption of best practices to enhance the resilience of its national aviation infrastructure against modern cyber threats.
