In Almaty, at the premises of the Border Academy of the National Security Committee of the Republic of Kazakhstan, with the support of the U.S. Embassy’s Export Control and Border Security (EXBS) Program and in partnership with the U.S. Transportation Security Administration (TSA), a seminar was conducted focusing on behavioral awareness and insider risk management in the field of aviation security.
The event was aimed at enhancing the professional capacity of specialists and introducing practice-oriented approaches to identifying, assessing, and mitigating threats, including internal risks that may affect the safety of civil aviation.
Participants included representatives of the Civil Aviation Committee of the Ministry of Transport of the Republic of Kazakhstan, the Aviation Administration of Kazakhstan, the country’s largest airports, the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan, as well as the Border Academy of the National Security Committee. The participants reviewed modern threat analysis methods, risk assessment tools, and practices for applying behavioral awareness of personnel as a proactive measure to prevent incidents. Particular attention was given to the development of comprehensive response plans and to mitigating the consequences of identified risks in air cargo security.
The training was delivered by instructors from the Training Center of the U.S. Transportation Security Administration (TSA). The seminar became the first initiative of its kind in Kazakhstan, aimed at adapting international experience and TSA best practices to the national aviation security system.
The seminar confirmed the importance of developing human capital and a systemic approach to risk management in aviation security. Further cooperation and the implementation of a series of training activities are planned, aimed at sustainably enhancing the level of aviation security and strengthening professional standards in the sector in the context of planning the opening of direct flights to the United States.
