As part of the 42nd Session of the ICAO Assembly, a meeting was held between the Chair of the Civil Aviation Committee of the Ministry of Transport of the Republic of Kazakhstan, Saltanat Tompieva, and ICAO Secretary General, Juan Carlos Salazar. The meeting was also attended by Nicolas Rallo, Regional Director of the ICAO European/North Atlantic Bureau,  Timur Tlegenov, Permanent Representative of the Republic of Kazakhstan to the International Civil Aviation Organization (ICAO).

The parties discussed key issues related to the development of civil aviation in Kazakhstan and ICAO’s global agenda, including the further harmonization of national regulations with ICAO SARPs and strengthening the safety culture, enhancing international connectivity and Kazakhstan’s transit potential, sustainable development of the sector (including the use of SAF and support for decarbonization mechanisms), digitalization and improving air navigation efficiency, as well as capacity-building and youth engagement under NGAP initiatives.

In her remarks, Saltanat Tompieva emphasized that cooperation with ICAO remains a strategic priority for the country’s aviation authorities:

“Kazakhstan continues to actively work on the ratification of ICAO’s international legal instruments. We have already ratified four core treaties and are now finalizing national procedures for the ratification of protocols amending Articles 50(a) and 56 of the Chicago Convention. These steps demonstrate our commitment to strengthening the global legal framework of civil aviation.”

ICAO Secretary General Juan Carlos Salazar commended Kazakhstan’s progress and strong commitment to ICAO standards:

“We welcome this recognition and are pleased with the positive developments coming out of Kazakhstan, which reflect the diligent and ongoing efforts of your aviation sector. I would like to highlight the team of professionals responsible for flight safety, aviation security, and operational reliability in your country,” he said.

As a result of the meeting, the parties agreed to continue their substantive dialogue and coordination on projects aimed at improving flight safety, air navigation efficiency, and the sustainability of the industry.
