Kazakhstan Establishes Legal Framework for the Development of Air Taxis and Unmanned Aviation

On June 24, 2026, the Head of State signed the Law of the Republic of Kazakhstan “On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Issues of Digitalization, Personal Data Protection, Road Traffic, and Regulation of Advanced Transport Technologies.” The adopted amendments introduce changes to the Law of the Republic of Kazakhstan “On the Use of Airspace of the Republic of Kazakhstan and Aviation Activities.”

This step officially establishes a modern regulatory framework for the development of innovative aviation and the integration of advanced technologies into Kazakhstan’s national aviation system.

With this decision, Kazakhstan has legally defined the rules for the urban air mobility (UAM) market and has joined the group of countries with advanced regulatory frameworks for eVTOL (electric vertical takeoff and landing aircraft), alongside the United States (FAA), the European Union (EASA), South Korea, and China

The legislation introduces 7  key amendments:

 - The concept of Advanced Air Mobility (AAM) has been introduced, with its main types defined as urban and regional air mobility;

- A legal framework has been established for the operation of electric vertical takeoff and landing aircraft (eVTOL) and other aircraft approved for advanced air mobility operations;

- The legal status of vertiports has been established as infrastructure for advanced air mobility, along with specific rules governing their operation;

- New certification mechanisms have been introduced for aircraft developers and manufacturers, urban air mobility operators, and civil remotely piloted aircraft systems;

- A legal framework has been created for an Unmanned Traffic Management (UTM)system, enabling digital management of unmanned aircraft operations, information exchange, identification, routing, and coordination of airspace usage;

- Requirements have been established for cybersecurity and digital infrastructure supporting unmanned traffic management services;

- State regulation of civil unmanned aircraft systems has been improved, including registration, operation, certification, and flight organization procedures.

The adopted legislative changes move innovative aviation technologies from the experimental stage into a fully regulated legal environment, creating transparent conditions for attracting investment, implementing new technologies, and developing high-tech businesses in Kazakhstan.
