Kazakhstan Delegates Participated in Landmark Forum on Civil Aviation Law

Representatives from the Aviation Administration of Kazakhstan participated in the Third Civil Aviation Legal Advisers Forum (CALAF/3). Organized by the International Civil Aviation Organization (ICAO) and hosted by the UK Civil Aviation Authority (UK CAA) on behalf of ICAO, the forum convened chief executives, director generals, and leading aviation legal experts to address critical challenges in the industry.

The forum was officially opened by ICAO Secretary General Juan Carlos Salazar, UK CAA Chair Sir Stephen Hillier and UK CAA Chief Executive Rob Bishton. In his address, Mr. Salazar noted:

“The Civil Aviation Legal Advisers Forum has emerged as a leading international event for informing the legal regulatory frameworks that will guide aviation's transformation worldwide.”

Taking place on the eve of the 80th anniversary of the Chicago Convention, the treaty that established the foundations of modern international civil aviation, the forum celebrated this historic milestone with a commemorative panel discussion. It highlighted the evolution of international aviation law and its ability to adapt to modern challenges while staying rooted in its founding principles.

Representing Kazakhstan were Zhanat Abdugalimov, Senior Director of the Flight Safety, Quality, Strategy, and Standards Compliance Department, and Zhalel Juzbayev, Head of the Division for Harmonization with ICAO SARPs.

The forum featured high-level discussions on legal and regulatory best practices shaping the future of international aviation. Key sessions included topics on sustainability and innovation, the integration of artificial intelligence into aviation regulation, mechanisms for enforcing air navigation regulations, and the use of safety information in judicial proceedings. The event also emphasized the importance of international collaboration in enhancing aviation safety and security.

Global experts shared insights into eco-friendly practices and innovative approaches to regulation. The role of legal advisors in ensuring robust and compliant regulations was also highlighted, underscoring their pivotal role in maintaining aviation’s exemplary safety standards.
