The parties reviewed measures to strengthen bilateral cooperation in aviation security, exchange regulatory and practical expertise, and prepare for the launch of direct flights between Kazakhstan and the United States.
A key topic of discussion was compliance with aviation security requirements necessary for a Kazakhstani carrier to initiate service to the United States. Participants discussed the preparation of Air Astana’s aviation security program and further coordination with the TSA on the relevant procedures.
Representatives of the US delegation outlined the primary stages of the process, which include reviewing the carrier’s security program, verifying the compatibility of passenger data transfer systems with the TSA Secure Flight program, and conducting a pre-flight aviation security assessment of the airport. The necessity of coordinating these measures with the procedures of the US Department of Transportation and the Federal Aviation Administration (FAA) was also highlighted.
Special attention was given to the results of a previously conducted preliminary airport survey and subsequent action on TSA recommendations. Both sides emphasized the importance of timely information sharing and close collaboration among relevant experts in preparation for the assessment.
The Kazakhstani delegation expressed interest in studying the US approach to organizing its national aviation security system. In particular, the sides discussed opportunities to review TSA legislation, regulatory documents, and operational practices to further enhance national requirements and oversight procedures.
TSA representatives indicated the possibility of providing a structured overview of the US aviation security regulatory framework, noting that more detailed matters can be further addressed through regional representatives and specialized units within the agency.
Additionally, participants reviewed ongoing cooperation in air cargo and supply chain security, highlighting the value of expert exchange and knowledge sharing in enhancing civil aviation protection measures.
During the meeting, both parties spoke positively of the existing partnership, including working visits by TSA specialists to Kazakhstan and the participation of Kazakhstani representatives in specialized events in the United States. The US delegation also expressed gratitude for the organization of ICAO Aviation Security Week and the opportunity to hold bilateral discussions.
Future cooperation will focus on the consistent fulfillment of necessary aviation security procedures, the exchange of best practices, and establishing the conditions required to launch direct air service between Kazakhstan and the United States.
