Kazakhstan and Singapore Discuss Expanding Civil Aviation Cooperation

21/10/2026

As part of the ICAO Aviation Security Week in Astana, a bilateral meeting took place between representatives of the Aviation Administration of Kazakhstan (AAK) and the Civil Aviation Authority of Singapore (CAAS). The parties discussed enhancing technical cooperation, aviation personnel training, and the implementation of advanced technologies.

The talks were attended by Michael Daniel, Chief Executive Officer of the Aviation Administration of Kazakhstan, and Sidney Koh, Senior Director for Aviation Development at CAAS. The Aviation Administration of Kazakhstan was also represented by Aslan Satzhanov, Executive Director for Flight Safety; Zia Ul Kabir, Director of the Flight Operations Department; and Ruslan Sarin, Director of the International Relations Department.

Discussions covered the renewal of the existing Memorandum of Understanding (MoU) on training between the Aviation Administration of Kazakhstan and CAAS, as well as expanding the scope of collaboration. In particular, the sides explored opportunities to exchange experience in regulatory oversight and state supervision, as well as organizing specialized training and internships for AAK inspectors and specialists at the Singapore Aviation Academy (SAA).

Both parties expressed mutual interest in expanding training programs on aviation security and safety oversight, including areas covered under the ICAO Universal Safety Oversight Audit Programme Continuous Monitoring Approach (USOAP CMA), as well as air navigation services and aviation innovations.

Special attention was given to the application of modern standards and risk management systems, industry digitalization, and the use of technological solutions in air traffic management and airport infrastructure.

The Singaporean side proposed establishing an annual leadership-level dialogue between the Aviation Administration of Kazakhstan and CAAS. This format is expected to ensure regular exchanges of experience, align cooperation priorities, and advance joint initiatives.

The discussed areas of interaction are aimed at enhancing the professional competence of aviation specialists and strengthening human resource potential in Kazakhstan's civil aviation in line with international standards and global best practices.
