The Mazhilis of the Parliament of Kazakhstan has approved in the second reading a package of amendments concerning digitalization, personal data protection, road traffic regulation, and the use of advanced transportation technologies. The amendments were initiated by members of Parliament.
The new legislation strengthens oversight of driver training quality. It introduces the concept of a dedicated driver training track, establishes a registry of training organizations, clarifies requirements for driving school branches, and implements preventive monitoring mechanisms.
The amendments also remove the general ban on warming up vehicles in populated areas. The restriction will now apply only within residential zones.
Separate provisions introduce special state license plates for electric vehicles, mandatory registration of electric bicycles, the extension of traffic regulations to parking areas within residential complexes, and digital monitoring of road quality.
In addition, the law creates a legal framework for the operation of autonomous air taxis, self-driving vehicles, and automated railway transport systems.
The legislation introduces new concepts such as advanced air mobility, urban air mobility, vertiports, urban air mobility zones, and unmanned air traffic services.
The amendments also provide for the issuance of new certificates for operators, developers, and manufacturers of aviation equipment. These measures are intended to ensure the safe operation of eVTOL aircraft, air taxis, and other highly automated aerial vehicles.
