Kazakh specialists adopt EASA’s experience in regulating unmanned aviation systems and developing aeromobility hubs

As part of the cooperation between the Aviation Administration of Kazakhstan (AAK) and the European Union Aviation Safety Agency (EASA), Nurzhan Adimolda, Senior Aviation Inspector of the Unmanned Aviation Systems Department at AAK, is undergoing an internship in Cologne, Germany, for an exchange of experience with EASA experts.

The purpose of the assignment is to enhance qualifications and become familiar with best practices in regulating innovative areas of the aviation industry, which will serve as the regulatory basis for the technical implementation of aeromobility hubs in Kazakhstan. The Kazakh specialist will focus on the following areas: UTM (Unmanned Aircraft System Traffic Management) – traffic management for unmanned aircraft systems; UAM (Urban Air Mobility) – a concept of urban air mobility including passenger and cargo drones; AAM (Advanced Air Mobility) – a broader concept of autonomous aviation systems covering regional and international routes; and SORA (Specific Operations Risk Assessment) – a methodology for assessing risks in drone operations in the “specific” category, identifying risk mitigation measures, safety requirements, personnel qualifications, equipment standards, and operational procedures.

Studying the experience of EU countries united under EASA will help explore EASA’s approaches to drafting regulatory acts governing unmanned aviation systems, the processes and methodologies used to develop or amend such regulations, as well as the practical implementation and enforcement of these norms. This will enable the potential harmonization of Kazakhstan’s regulations with international best practices, taking into account the specific features of the national legal system.
