Issues of the regulation of the tariff for the service of aviation security were discussed

JSC “Aviation Administration of Kazakhstan” held a meeting on the regulation of tariffs for the service of aviation security. The meeting was attended by representatives of the Civil Aviation Committee of the Ministry of Industry and Infrastructural Development of the Republic of Kazakhstan, NCE Atameken, representatives of the Nur-Sultan, Almaty, Karaganda, Shymkent and Aktau airports, as well as airlines: Air Astana JSC, SCAT Airlines JSC, Fly Arystan.

On the meeting, the proposals for changing the unit of measure of service of aviation security and making appropriate amendments to regulatory legal acts regulating the formation of tariffs were discussed. The change in the accrual mechanism for the service of aviation security consists in dividing the tariff for tonnage and passenger. According to the majority of the airports, these measures will help them to increase the financial resources allocated to ensure aviation security.

In order to ensure aviation security at a qualitative level, it is necessary to have a developed and modern infrastructure, including engineering and technical safety equipment, capable of covering all current and potential needs of air carriers and passengers. For many years, one of the main problematic issues has been the loss-making of the airport security services, which prevents a further increase in the level of protection against acts of unlawful interference.

In world practice, according to the International Civil Aviation Organization (ICAO), the level of aviation security fees should be enough to cover the costs of aviation security measures. Airlines and airports have come up with the new proposals for the effective regulation and revision of the mechanism for charging tariffs for aviation security and the improvement of regulatory legal acts.

Following the meeting, the Aviation Security Department of the Aviation Administration of Kazakhstan JSC, together with the tariff regulation department of the Civil Aviation Committee, was entrusted with working out all the proposals received, analyzing the current state of tariff formation at airports and working out an effective solution to improve tariffs for the aviation security service.
