Inquiries related to baggage and hand baggage regulations and rules are of relevance to passengers. In this regard the JSC “Aviation Administration of Kazakhstan” publishes summary information and general recommendations for passengers on rules of baggage and hand baggage transportation by air transport.

In accordance with p. 1, 2 of article 76 of the Law of the Republic of Kazakhstan On the Use of Airspace and Aviation Activities the commercial air transportation of passengers, baggage and cargo is carried out on the basis of the air ticket which is an acknowledgement of familiarity of passenger with the conditions of the air carriage. Weight, dimensions and norms of free baggage and hand baggage are set by airline in accordance with p. 59, 62 of Rules of passengers, baggage and cargo carriage by air transport.

After checking-in baggage the airline shall be responsible for its safekeeping. Passenger should keep the baggage tag stub until the reclaim of baggage at destination. 

In case of baggage delay, pilferage, damage or loss as well as in case of baggage release without baggage receipt and baggage tag stub presented, a property irregularity report is issued.

Passengers with reduced mobility may additionally carry a stretcher and a wheelchair for personal use free of charge as baggage.

Disputes arising from the transportation of baggage on domestic flights are subject to local legislation. The liability of airlines to passengers under the contract for international destinations is regulated by the rules of participating air carriers and all disputes arising are reviewed in accordance with the provisions of conventions and international agreements ratified by the states of the parties involved.
