ICAO task force meeting on language proficiency requirements implementation

The 45th meeting of the ICAO task force on the implementation of language proficiency requirements (ICAO LPRI TF 45) was held in Paris. Representatives from Kazakhstan were Madiyar Karazhanov from "Aviation Administration of Kazakhstan" JSC, Aysara Ibraim, and Balnur Mukanova from "Kazaeronavigatsia" RSE. The seminar gathered 39 linguistic experts from over 20 countries and organizations such as EASA, FAA, IATA, ICAEA, EUROCONTROL, JAA TO, and Mayflower College UK and so on.

One of the key topics of the meeting was the revision of the ICAO language proficiency rating scale, specifically aligning the Scale with the competency-based approach principles outlined in Appendix A, Annex 1 / ICAO Doc 9835. The proposed timeline for these changes is 2028, with implementation set for 2030. Participants had the opportunity to present their solutions and raise issues for collective resolution.

The meeting also discussed ICAO EUR Doc 46, Guidance on the Harmonized Implementation of Language Proficiency Requirements and its Oversight. Currently, the task force aims to implement the principles of this document in ICAO member states.

Additionally, the meeting addressed the compliance of English language proficiency tests used in radiotelephony with the criteria proposed in ICAO Doc 10197 – Test Design Guidelines Handbook on the Design of Tests for the ICAO Language Proficiency Requirements, adopted in 2024.

The Kazakh delegation actively participated in discussions on developing phraseology for other aviation specialists, such as search and rescue services, firefighters, drivers, and ATSEP specialists, as well as issues related to online testing. The positive and negative aspects of online testing were considered, and experts discussed the potential use of Artificial Intelligence in training and testing.
