ICAO Expert Completes Another Phase of Facilitation Work Under Kazakhstan’s Civil Aviation Master Plan (CAMP) 2050

As part of the development of the Civil Aviation Master Plan of the Republic of Kazakhstan through 2050 (CAMP), Abdullah Alraddadi, an expert from the International Civil Aviation Organization (ICAO) specializing in facilitation, conducted a comprehensive assessment of the current state of the sector in areas related to facilitation, passenger and cargo flow management, and interagency coordination.

To support the implementation of CAMP activities, the Civil Aviation Committee of the Ministry of Transport of Kazakhstan and the Aviation Administration of Kazakhstan coordinated the expert’s engagement with relevant government agencies. During the mission, meetings were held with representatives of the Ministry of Health, Ministry of Internal Affairs, and Ministry of Finance of Kazakhstan to discuss improvements in facilitation procedures, aviation sanitation, passenger data management, and air cargo processing.

In addition, the expert reviewed the operations of Kazakhstan’s international airports, including assessments of infrastructure, capacity, and existing operational constraints. Information was gathered through specialized questionnaires and consultations with stakeholders. As part of the mission, the ICAO expert visited the international airports of Astana, Almaty, Karaganda, Aktau, Aktobe, and Shymkent.

The findings of the assessment will be used to develop recommendations and action plans aimed at further advancing Kazakhstan’s civil aviation sector and will be incorporated into the Civil Aviation Master Plan of the Republic of Kazakhstan through 2050 (CAMP).

The Master Plan is a comprehensive strategic document being developed by ICAO experts. It includes interconnected components covering industry analysis, public policy development, strategic vision and objectives, as well as a phased implementation roadmap through 2050.

The CAMP framework outlines four successive stages of civil aviation development:

2027–2029 – Establishment of the institutional framework and implementation of key reforms;

2030–2035 – Development of airport infrastructure and enhancement of industry efficiency;

2036–2040 – Introduction of innovation and digital technologies;

2041–2050 – Full integration into the global aviation system and strengthening Kazakhstan’s position as a regional aviation hub.

The ICAO facilitation expert noted that the draft Master Plan is expected to be submitted to the Aviation Administration of Kazakhstan by 30 August 2026 for further review and approval.
