From November 5 to 6, 2025, Almaty will host the ICAO EUR/NAT Regional Seminar on Aviation Training and Workforce Planning.

The event will be attended by Mr. Nicolas Rallo, Regional Director of the ICAO EUR/NAT Office. The seminar will bring together representatives of training institutions and academia to discuss current issues in aviation workforce development, exchange best practices, and explore regional and national strategies aligned with ICAO’s NGAP (Next Generation of Aviation Professionals) programme.

Among the speakers are Paula V. de Almeida, JAA TO Chief Executive Officer (CEO); Ms. Milena Bowman, Executive Manager Airspace, Systems and Procedures, EUROCONTROL; Mr. Dirch Jans, CEO, GATE Aviation Training; Mr. Nicolas Cazalis, Directeur Général Adjoint, Vice President, ENAC; Ms. Issa Castro, Director, Training and Partnership Programmes, ACI World; Mr. Tay Tiang Guan, Senior Advisor, Civil Aviation Authority of Singapore, Dean, Singapore Aviation Academy; Mr. Won Soon Park, Director of HR Development Team, Incheon Airport Aviation Academy; and Mr. David Mercer, CEO & Founder, AeroShift, among others.

Key topics of the seminar include regional skills monitoring, the development of workforce forecasting structures, supporting professionals in maintaining flexibility and up-to-date expertise amid aviation transformation, and sharing successful examples of ICAO NGAP programme implementation across the EUR/NAT region.

The ICAO EUR/NAT Regional Office – the European and North Atlantic Office of the International Civil Aviation Organization – comprises 56 member states of the region out of ICAO’s 193 contracting states, including the Republic of Kazakhstan.
