The ICAO EUR/NAT Aviation Cybersecurity Seminar was held in Belgrade, Serbia, organized by the ICAO European/North Atlantic Regional Office. The event brought together 94 participants from 56 states across the EUR/NAT region.
The seminar aimed to discuss cybersecurity in civil aviation and promote mechanisms for international cooperation based on ICAO provisions and guidance materials. Participants received an in-depth overview of international standards and recommended practices, as well as legal instruments supporting the protection and resilience of civil aviation against cyber threats and risks.
The delegation of the Republic of Kazakhstan was represented by aviation cybersecurity specialists, led by Mr. N.K. Kozhakhmetov, Senior Aviation Cybersecurity Inspector at the Aviation Administration of Kazakhstan.
During the discussions, participants addressed the implementation of aviation cybersecurity fundamentals and requirements into national regulatory frameworks. International speakers presented ongoing and planned initiatives, highlighting achievements, challenges, and opportunities in ensuring aviation cybersecurity. Attendees also shared their experiences in developing and implementing national cyber oversight mechanisms, including ways to reduce regulatory burden on businesses while maintaining compliance with cybersecurity requirements.
The interactive seminar concluded with a practical exercise simulating a coordinated response to an international cyber incident affecting air navigation and safety, covering operational, technical, and legal aspects of such a response.
Given the growing importance of cybersecurity in civil aviation, the Aviation Administration of Kazakhstan plans to organize a similar aviation cybersecurity seminar for the industry later this year. The event is expected to serve as an effective platform for sharing experiences in implementing national, regional, and global aviation cybersecurity requirements in the Republic of Kazakhstan.
