Today, a round table was held on the topic: "Accreditation: sustainability of economic growth and the environment", timed to coincide with the World Accreditation Day. During the meeting, the participants discussed the role and importance of accreditation in the implementation of the sustainability of economic growth, environmental protection, climate change, the CORSIA program (Carbon offset and reduction system for international aviation).
In 2019, the Aviation Administration of Kazakhstan announced voluntary participation in the pilot and first phase of CORSIA, which currently involves 111 countries of the world.
The Aviation Administration of Kazakhstan sends a report on the amount of emissions from Kazakhstani airlines to ICAO. The number of emissions of Kazakhstani airlines for 2019 amounted to 832,026 tons, for 2020 the number of emissions amounted to 315,805 tons, for 2021 around 800 000 tons.
At the moment, active work is underway to introduce amendments to the Law on mandatory monitoring, reporting and verification for operators performing international flights to the Law on the use of airspace of the Republic of Kazakhstan.
After the adoption of the amendments, Kazakhstani verification authorities will need to obtain ICAO accreditation, which will greatly facilitate the verification process for all airlines. It is also necessary to develop and implement environmental standards for the aviation of the Republic of Kazakhstan. At the moment, negotiations are underway with the Ministry of Ecology, Geology and Natural Resources for their support in conducting the necessary research and implementation of standards.
Today, civil aviation accounts for up to 2% of global CO2 emissions from human activities. Taking into account the impact of the aviation sector on the environment, in October 2016, the global market mechanism CORSIA was approved by Resolution 39 of the ICAO Assembly in order to “solve the problem of any annual increase in the volume of total emissions (emissions) of CO2 as a result of international flights”.
The CORSIA system, part of the ICAO climate change mitigation basket, aims to achieve carbon neutral growth by offsetting CO2 emissions from international flights.
Aircraft operators on international flights are required to monitor CO2 emissions from all international flights. Based on international flight data, CORSIA will determine a baseline for which compensatory measures will apply.
CORSIA has three phases of implementation, and first 2 phases are voluntary for all states. From 2027 the program will cover all states.
