The eleventh meeting of the Europe and North Atlantic Aviation Security Group (ENAVSECG/11), organized by the ICAO Regional Office, was held at the office of the ICAO European/North Atlantic Bureau (EUR/NAT) in Paris (France).
The Regional Office promotes and monitors the implementation of ICAO regulations (including Standards and Recommended Practices - SARPs) and plans in the region's 56 States (out of 193 ICAO Member States).
The meeting was attended by experts from member states of the EUR/NAT region and representatives of international and regional organizations (CARSA, EASA, ECAC, EEA, Eurocontrol, European Commission, IFALPA).
The delegation of the Republic of Kazakhstan was headed by the Deputy Director General for Aviation Security of the Aviation Administration of Kazakhstan - Darkhan Yespotanov, who is the deputy chairman of this working group. The event was also attended by Rustem Kabanbayev, Head of AVSEC Training Division of the AVSEC Department, and Ardak Bedelbayev, Senior Aviation Inspector of the AVSEC Department.
The purpose of the meeting was to bring together States, international/regional organizations and other interested parties to exchange information on developments, plans and proposals to improve aviation security, and to identify and agree on relevant conclusions from the working papers of the Regional Office Member States.
This year's meeting focused on three main areas: technology and methods, human factors and capacity building. The main goal was to improve the understanding and integration of new developments to protect civil aviation from acts of unlawful interference (UAVs, cybersecurity, artificial intelligence, etc.)
Reports were presented on the results of the work of the ICAO expert group on aviation security, the EUR/NAT regional bureau, plans, and objectives for the future of international/regional organizations, as well as presentations and working documents of member states of the regional bureau.
At the meeting, the Republic of Kazakhstan presented its working document on aviation security issues in Kazakhstan, namely the implementation of the Unified Aviation Security Service at the country’s airports and the current situation in the implementation of the project.
The report noted that the implementation of the project will ensure compliance with uniform requirements in the field of aviation security at all airports in the country, creating conditions for simplifying formalities, responsible investment, providing modern technical means of inspection, developing personnel potential, the effectiveness of the aviation security culture, creating the necessary conditions for professional growth and increasing level of reliability and quality of services provided.
This initiative was supported by the participants of the ENAVSECG/11 meeting and approved by the ICAO European/North Atlantic Office.
Based on the results of the working document of the Republic of Kazakhstan, the Regional Director of EUR/NAT recommended that member states of the regional bureau provide comprehensive advisory and practical assistance to Kazakhstan in its work.
Along with the above, within the framework of cooperation with the European Civil Aviation Conference (ECAC), the Kazakhstan delegation made a working visit to the office of the ECAC CASE II Project. During the visit, the results of cooperation in the past 2023 were summed up and plans for cooperation in the field of aviation security training for the current 2024 were discussed.
