The Aviation Administration of Kazakhstan held a regular meeting of the Working Group on Flight Regularity and Quality of Services Provided, dedicated to reviewing the aviation industry's performance over the past period and discussing plans for the current year.
The meeting was attended by representatives of the Civil Aviation Committee of the Ministry of Transport of the Republic of Kazakhstan, the Aviation Administration of Kazakhstan, airports, airlines, and ground handling providers.
According to the Civil Aviation Committee, from January to April 2026, domestic airlines operated 29,563 flights, of which 7,197 were delayed. During the same period, approximately 750 passenger complaints and inquiries related to air transportation and service quality were reviewed.
It was noted that some delays are an integral part of operational activities aimed primarily at ensuring flight safety. The main causes of delays continue to be adverse weather conditions, technical issues, and restrictions related to the operating regulations of certain airports. Participants discussed a set of measures aimed at minimizing flight delays, improving coordination among all stakeholders involved in the aviation process, and enhancing procedures for responding promptly to operational disruptions. Additional measures to improve passenger information services and reduce the number of complaints related to flight delays and schedule changes were also considered.
As part of the discussion on passenger service quality, participants reviewed issues related to the protection of passenger rights, timely notification of flight status updates, including in cases of aircraft substitutions, baggage handling in accordance with established procedures, and improvements in airport service standards. The participants also discussed the allocation of responsibilities among all parties involved in the transportation process and measures to reduce the number of passenger complaints.
Particular attention was paid to the digitalization of the industry, the introduction of modern operational management technologies, and the readiness of the aviation sector and aviation infrastructure to handle peak loads during the summer and holiday periods.
Following the meeting, participants identified priority measures for implementing a number of initiatives aimed at enhancing the resilience of the aviation industry, improving the quality of passenger services, and ensuring a high level of flight safety and ground handling services.
