The “Audit Techniques” Course Held for the First Time at the Aviation Administration of Kazakhstan

The “Audit Techniques” training course has become a significant event in the professional development system for aviation inspectors and technical regulatory specialists. While training activities at the Aviation Administration of Kazakhstan (AAK) are conducted on a regular basis, this course was implemented for the first time as an independent and comprehensive program specifically focused on the practical aspects of auditing.

The objective of the training is to enhance the professional competence of staff and to develop a unified approach to organizing and conducting audits as a key element of the internal control system and flight safety assurance.

The program was developed in line with international standards and best practices and covers the entire audit cycle—from planning to the formulation of conclusions and recommendations. Special emphasis was placed on establishing unified professional approaches applicable to all aviation inspectors.

The training was delivered by Adilzhan Sultanov, Director of the Licensing Department of the AAK, who provided real-life examples and practical scenarios encountered by specialists in their daily work.

Participants thoroughly examined the key stages of the audit process; issues related to planning and preparation of audit inspections; methods for risk identification and assessment; approaches to analyzing audit evidence; and requirements for formulating well-founded conclusions and practical recommendations. Particular attention was given to the application of the F-C-E (Fact–Criteria–Evidence) model as a basis for objective and transparent compliance assessment.

The implementation of the “Audit Techniques” course marks an important step in strengthening the institutional capacity of the AAK and is aimed at improving the transparency, efficiency, and quality of control and oversight processes.
